主席的说明

1. 在其第55/194号决议中,大会除其他外,就《生境议程》合作伙伴参加特别会议的安排作出了决定。

2. 大会在同一项决议中决定认可下述组织出席大会特别会议的资格:

(a) 曾被认可有资格出席第二次联合国人类住区会议(人居二)的《生境议程》合作伙伴;

(b) 具有经济及社会理事会的咨商地位的非政府组织,但要求获得该理事会咨商地位的申请不被接受者或其咨商地位已被撤销或停止者除外。

3. 未曾被认可有资格出席人居二会议的其他感兴趣的及相关的《生境议程》合作伙伴,其出席会议的资格确认应由筹备委员会审议,条件是,那些合作伙伴应于2001年2月9日之前向由筹备委员会主席团及秘书处共同组成的委员会递交一份资格确认申请书,其中含有其职能范围及与大会特别会议主题的相关性的信息。

4. 遵照上述最后一项决定,本说明现向筹备委员会提供两类《生境议程》合作伙伴申请确认资格的有关资料,其中一类是并未具有经济及社会理事会咨商地位的合作伙伴,另一类是列入了名册但未曾被认可有资格出席人居二会议的合作伙伴。清单所列每一组织的资格申请业已经由筹备委员会主席及秘书处组成的一个委员会按照大会所定标准作出审评并且被认为与大会特别会议的工作相关。

5. 经过与秘书处协商,主席建议筹备委员会认可在截止日期2001年2月9日之前提出了申请的地方当局、非政府组织和其他《生境议程》合作伙伴的与会资格,现将名单列于后面的附件内。
