Political Declaration adopted at the Special Session of the General Assembly 
Devoted to Countering the World Drug Problem Together (8-10 June 1998)

"We the States Members of the United Nations, &
4. Undertake to ensure that women and men benefit equally, and without any discrimination, from strategies directed against the world drug problem, through their involvement in all stages of programmes and policy-making;"

7. Affirm our determination to provide the necessary resources for treatment and rehabilitation and to enable social reintegration to restore dignity and hope to children, youth, women and men who have become drug abusers and to fight against all aspects of the world drug problem;"

Declaration on the Guiding Principles of Drug Demand Reduction adopted at the Special Session of the General Assembly Devoted to Countering the World Drug Problem Together (8-10 June 1998)

"8. The following principles shall guide the formulation of the demand reduction component of national and international drug control strategies, (b) Demand reduction policies shall: & (iii) Be sensitive to both culture and gender; &"

"13. Demand reduction programmes should be designed to address the needs of the population in general, as well as those of specific population groups, special attention being paid to youth. Programmes should be effective, relevant and accessible to those groups most at risk, taking into account differences in gender, culture and education."

Action Plan on International Cooperation on the Eradication of Illicit Drug Crops and on Alternative Development, Measures to Enhance International Cooperation to Counter the World Drug Problem adopted at the Special Session of the General Assembly Devoted to Countering the World Drug Problem Together (8-10 June 1998)

"18. Alternative development programmes and international cooperation for that purpose should: & (e) Incorporate the gender dimension by ensuring equal conditions for women and men to participate in the development process, including design and implementation; & "

45. Growing drug and substance abuse among young women and girls, both in developed and developing countries, has raised the need for increased efforts towards demand reduction and fight against illicit production, supply and trafficking of narcotic drugs and psychotropic substances.
