
SYSTEM-WIDE
MEDIUM TERM PLAN
FOR THE ADVANCEMENT OF WOMEN ( SWMTP )
The first System-wide Medium-term Plan for Women and Development,
(later called the System-wide Medium term Plan for the
Advancement of Women) was prepared in response to Economic
and Social Council resolution 1985/46.
In adopting the Nairobi Forward-looking Strategies for
the Advancement of Women, the World Conference to Review
and Appraise the Achievements of the United Nations
Decade for Women also called for a system-wide medium
term plan in order to achieve greater coherence and
efficiency of the policies and programmes of the United
Nations system related to women and development. A report
on the proposed framework of the plan (E/1986/8) was
submitted to the Economic and Social Council at its
second regular session of 1986 through the Commission
on the Status of Women and the Committee for Programme
and Coordination. The Council, in its resolution 1986/71,
took note of the proposed framework of the plan and
decided that particular attention should be given to
the programmes on access to productive resources, income
and employment and on access to services.
The System-wide Medium term Plan for the Advancement of
Women is intended as a strategic planning tool for all
entities in the United Nations system in the follow-up
to and implementation of the Beijing Platform for Action and
the outcome document of the Twenty-third special session
of the General Assembly (2000). It also functions as
an effective monitoring instrument for the Commission
on the Status of Women.
The Plan has been prepared at interagency level since 1990,
usually covering a four-year time frame. It is developed
from information supplied by the entities of the UN
System to the Secretariat of the Inter-Agency Network
on Women and Gender Equality in the United Nations Division
for the Advancement of Women.
To date there have been three plans:
1990-1995
1996-2001
The system-wide medium term plan for the period 1996-2001
served as a monitoring and coordination tool at all
levels for system-wide progress in implementing actions
under each critical area of concern in the Beijing Platform
for Action, adopted at the Fourth World Conference on
Women.
2002-2005
The third system-wide medium term plan for the advancement
of women for the period 2002-2005, was requested by
the Economic and Social Council in its resolution 1999/16.
The plan outlined the individual actions of the organizations
of the United Nations system that act in concert, within
a coherent, coordinated strategy, to achieve the broad
objectives set out in the Beijing Platform for Action
and in the outcome document of the twenty-third special
session of the General Assembly for the period covered
by the plan. The plan is structured around the activities
of the system to mainstream gender perspectives in
all of its activities including in relation to each
of the 12 critical areas of concern outlined in the
Platform for Action. The system-wide medium-term plan
is intended to serve as a coordination and monitoring
tool.
