illustrationThe study looks at the right to food in the context of gender discrimination. It includes a brief overview of the position of women's right to food in international law and identifies gaps in both law and practice. Controversial issues are discussed such as: to what extent are women’s hunger and food insecurity a matter of health alone and not one of life, survival and development? to what extent is denial of food for women a matter of violation of ‘mothers’ rights’, or of ‘children’s rights’ rather than one of women’s rights? to what extent are food insecurity and eating disorders a matter of health and disease, or of violation of human rights?

To observe International Women’s Day 2008, the Office of the President of IFAD invites all staff to a coffee break on Monday 10 March at 11.30 in the executive dining room. This year, the theme for International Women’s Day is “Investing in women and girls”.

In the afternoon, the Gender Units of FAO and IFAD are co-hosting a seminar on “Climate change: challenges and opportunities for men and women farmers”. Iceland’s Ministry for the Environment is sponsoring the seminar and environment Minister Thórunn Sveinbjarnardóttir will attend. The seminar will be held at FAO in the Green Room from 2:30 to 4:30 pm. All IFAD staff are invited to attend.

ILO LogoInternational Labour Organization (ILO)

The ILO has firmly established itself in the Geneva community as the regular host for a major event commemorating International Women’s Day (IWD).Over the past years, ILO headquarters and field offices have held events, often highlighting the role and/or achievements of women in a particular field of work, or associating the events with the ILO’s ongoing work in gender equity and in improving the situation of women in the world of work.

illustration In 2008, the slogan that will set the basis for ILO’s International Women’s Day is “Investing in Decent Work for women: Not just right, but smart”, based on the overwhelming evidence that promoting equality is not only a matter of human rights, but it also makes good economic sense. Empowering women goes beyond the intrinsic value for women themselves, and has profound impacts on families, communities, national economies right through to achieving global goals such as all eight MDGs.

The ILO theme is also connected to the identified theme of the 52nd session of the Commission on the Status of Women theme and the official United Nations IWD theme financing for gender equality and the empowerment of women. The slogan that will set the basis for the UN’s IWD celebrations is “Investing in women and girls”.

As with previous years, a panel discussion at ILO headquarters is planned for Friday, March 7 (as March 8 falls on a Saturday).

Ms. Evelyn Oputu (Managing Director - Bank of Industry and the former Executive Director of First National Bank, Nigeria)
Ms. Michaela Walsh (Founder of Women's World Banking and the first woman manager of Merrill Lynch International, United States)
Ms. Rupa Manel Silva (Founder of the Women’s Development Service Cooperative Society/ Women’s Bank of Sri Lanka)
Ms. Agnes Jongerius (President of the Trade Union Confederation of the Netherlands, and Vice President of the ITUC)

Resources and materials

An updated Global Employment Trends for Women, focusing on the situation of working women worldwide, will be made available in three languages (English, French and Spanish) on March 7, 2008. A press release discussing the report's main findings will be launched on March 6.

A brochure focusing on Women and Microfinance and a Fact sheet on Decent Work for Women will be launched on Friday March 7. This material will be available online as well as in paper copy at the end of February.

In observance of International Women's Day, the Executive Secretary of ECLAC announced the creation of the Women and Development Division within ECLAC, as requested by Member States of the regional commission. The Division will focus on strengthening gender equality mechanisms at the national level and support Governments and the United Nations system in mainstreaming a gender perspective into all sectors and at all levels of decision-making within the United Nation system. As a next step, the Division in cooperation with UNIFEM, INSTRAW, UNFPA and WHO will establish the first gender observatory for Latin America and the Caribbean.

UN Observes International Women’s Day in Bangkok on 7 March
"Investing in Women and Girls" Theme This Year


In celebration of International Women’s Day, 8 March, the United Nations system in Thailand will organize a special event on Friday, 7 March 2008 at the United Nations Conference Centre (UNCC).

This year’s global theme is “Investing in Women and Girls”, which highlights the importance of financial and other resources for the promotion of women’s empowerment and the multiplier effect of investing in women on economic growth and development.

Increasing resources for women’s empowerment, particularly in education, has far-reaching and inter-generational social and economic benefits for families and societies at large and contributes to the achievement of the Millennium Development Goals and other development commitments.

The Asian and Pacific region loses US$ 42-47 billion per year due to restrictions on women’s access to employment opportunities and US$16-30 billion a year as a result of gender gaps in education, according to a study last year by the United Nations’ regional arm – the Economic and Social Commission for Asia and the Pacific (ESCAP).

The special event will feature two keynote presentations on financing for gender equality, a panel dialogue, an exhibition, and a film screening. The keynote speakers are H.E. Ms. Latha Reddy, Ambassador of India to Thailand, and H.E. Mr. Pieter Jozef Theofile Marres, Ambassador of the Netherlands to Thailand.

The dialogue panel will include:
Ms. Maytinee Bhongsvej, Executive Director, Association for the Promotion of the Status of Women
Mr. Vitit Muntarbhorn, Professor of Law, Chulalongkorn University
Ms. Chen Xiaoyan, Gender and Development Studies, Asian Institute of Technology

The event will additionally feature a briefing on the United Nations Secretary-General's Campaign to End Violence against Women. The recently launched multi-year campaign will focus on global advocacy, UN leadership by example, and strengthened partnership at the national and regional levels. The UN estimates that at least one out of every three women in the world is likely to be beaten, coerced into sex or otherwise abused in her lifetime, and one in five women will become a victim of rape or attempted rape.

ILO LogoUnited Nations Educational, Scientific and Cultural Organization (UNESCO)

Every year on 8 March, both at and away from Headquarters, UNESCO celebrates International Women's Day (IWD), a flagship event which highlights at the international level questions relating to women's empowerment and gender equality.

Considering moreover that, in the new Medium-Term Strategy for 2008-2013, UNESCO accords priority to gender equality, this year's observation of IWD is very important and special.

In line with the United Nations theme for the 2008 edition of IWD, "Financing for Gender Equality", UNESCO will focus its International Round Table event on the theme "Gender Equality: Make it Your Business!" that will take place on Monday, 10 March 2008.

In addition to the Round Table and throughout the month of March, a series of events will be organized at Headquarters, which aim at drawing the public's attention to a variety of issues concerning women's rights, women's empowerment and gender equality:

To commemorate IWD, UNHCR launched its Handbook for the Protection of Women and Girls on 6 March in Geneva. A number of events will take place in the field. UNHCR Harare is organizing in the Tongogara refugee camp activities from 10-13 March on issues ranging from HIV and AIDS and reproductive health advocacy, life skills development for equipping teenagers with necessary skills for their self-reliance, gender based violence (GBV) sensitization, and a day of drama, music and poetry to highlight the need to combat GBV and to empower women.

Argentina: On 10 March, UN Country Team with United Nations Information Centre Buenos Aires will host an International Women’s Day high-level panel discussion featuring Minister for Foreign Affairs Jorge Taiana, Supreme Court Member Justice Elena Highton de Nolasco, and Vice President of the House of Representatives Patricia Vaca Narvaja

Austria: On 7 March, UN International School in Vienna will support an International Women’s Day discussion event. The event has been organized by the Austrian United Nations Association, the Centre for Legal Studies, the Vienna International Centre Women's Group and the Academic Forum for Foreign Policy and will be held at the Austrian National Bank in Vienna.

Bahrain: On 8 March, an International Women’s Day press conference and seminar “Investing on Women and Girls” will be held in the UN House, Manama. The event has been organized by the UN Information Centre Manama with UN Country Team, Labour Fund, Chamber of Commerce and Bahrain Business Women Society.

Bangladesh: On 8 March, UN Information Centre Dhaka and the Lions Club will host an International Women’s Day seminar. There will also be an International Women’s Day discussion programme organized by Holy Cross College and UN Information Centre Dhaka on 13 March, along with a week-long International Women’s Day exhibition organized by the Ministry of Women Affairs, UN Country Team and UN Information Centre in Dhaka from 8-12 March. On 19 March, UN Country Team will host another International Women’s Day event in Dhaka.

Burkina Faso: On 8 March, there will be an exhibit and a television programme on the occasion of International Women’s Day.

Burundi: On 8 March, International Women's Day in Burundi will be observed through a rally, speeches and cultural shows in the Bubanza province. These activities will be coordinated by the UN Information Centre, the Ministry of Human Rights and Gender, United Nations Integrated Office in Burundi (BINUB), UNIFEM, UNFPA and non-government organizations, under the patronage of the Head of State. With BINUB's support, UN Information Centre Bujumbura will deliver International Women’s Day posters, T-shirts, press kit, banners, radio/TV public service announcements, messages/slogans in Kirundi and French, and media briefings.

Colombia: On 4 March, UN Information Centre Bogota and UNIFEM will organize a press conference on the situation of women in the Colombian conflict.

Czech Republic: UN Information Centre staff will introduce a movie on Liberia, and present the Secretary-General’s campaign on violence against women during an International Women’s Day panel on gender. This will be held prior to the screening of a documentary film on rapes in the Democratic Republic of the Congo. Both initiatives will be held in Prague between 5-13 March.

India: On 7 March, UN Information Centre New Delhi with the All India Women's Conference will host an International Women’s Day seminar “Investing in Women and Girls” with Chief Guest Mr. Hamid Ansari, Vice President of India. On 8 March, UN Information Centre Director will read out the Secretary-General’s International Women’s Day message at several events, and an official observance will be organized by the Ministry of Women and Child Development, Government of India.

Japan: On 10 March, UN Information Centre with other UN offices in Japan will organize an International Women’s Day symposium at the UN House in Tokyo.

Peru: On 6 March, UN Information Centre Lima will host an International Women’s Day media launch of a press contest named “Investing in Women is investing in Development”. The contest consisted of four categories: press, TV, radio and photo reports.

Republic of Congo: On 10 March, UN Information Centre and UNFPA will host an International Women’s Day joint briefing on “Investing in women and girls” for a group of 70 university students from Institut de Management de Brazzaville.

Romania: Between 5 -20 March, UN Information Centre Bucharest will sponsor an International Women’s Day photo exhibition at the UN House in Bucharest.

Russian Federation: On 5 March, UN Information Centre Moscow and the UN Resident Coordinator will host a special International Women’s Day event focusing on the Secretary-General's campaign on violence against women.

South Africa: On 6 March, UN Information Centre and UN Country Team will organize an International Women’s Day panel discussion with experts on “Investing in Women and Girls” in the UN Information Centre Library in Pretoria.

Sri Lanka: On 7 March, an International Women’s Day observance will be organized by the UN Country Team, the Gender Working Group and UN Information Centre Colombo at the Cinnamon Grand Hotel in Colombo.

Tanzania: On 8 March, UN Communications Group, including UN Information Centre Dar es Salaam, and the UN Clubs Tanzania Network will host a students' International Women’s Day gender conference on the need to invest in girls by educating them. The conference will be held at the Apeadu Conference Hall, UN Compound in Dar es Salaam.

Thailand: On 7 March, UN International School will support the Economic and Social Commission for Asia and the Pacific (ESCAP)-UNIFEM’s International Women’s Day observance, which will include a panel discussion on “investing in women and girls”, an exhibition on UN agencies' work on women's issues and a film screening in Bangkok.

Ukraine: On 4 March, UN Information Office and UNDP Ukraine, in partnership with the Human Rights Committee of the Parliament of Ukraine will host an International Women’s Day press breakfast in Kyiv with the theme "Investing to Women and Girls: Ukrainian Reality".

United States: On 6 March, UN Information Centre Washington, the UN Foundation and the Women’s Foreign Policy Group will host an International Women’s Day luncheon featuring Congresswoman Barbara Lee and Department of Public Information’s Under Secretary-General Kiyotaka Akasaka at the Mayflower Hotel in Washington. The event will be attended by 200 guests.

Zambia: On 8 March, UN Information Centre Lusaka with the Ministry of Gender, non-government organizations and civil society groups will organize an International Women’s Day observance event.

Message from Sálvano Briceño, Director of the secretariat of the International Strategy for Disaster Reduction (UN/ISDR) on the occasion of International Women’s Day 2008

“A gender perspective should be integrated into all disaster risk management policies, plans and decision-making processes…”

The crucial role of women in development has long been very clear to the ISDR secretariat, and it is my pleasure on this day to reaffirm the secretariat’s commitment to achieving gender equality in disaster risk reduction.

Today I encourage governments to recognize and seize hold of the immense potential gains in socioeconomic development and resilience that can be made by adequately incorporating women’s needs into national disaster risk reduction plans and climate change adaptation strategies. There is already substantial capacity for making real change – in this regard, I acknowledge and honor the inspirational presence of so many of our women leaders in the development and disaster risk reduction field. However, advancing gender perspectives and women’s rights is not just a job for women – more men must advocate at a high level for the empowerment of women, and for the incorporation of gender budgeting into national and local development plans.

To specifically support this goal, ISDR secretariat is developing policy guidelines, implementation tools, and good practices for mainstreaming gender perspectives and disaster risk reduction into development. ISDR secretariat is working to develop an inclusive, multi-stakeholder thematic platform on Gender and Disaster Risk Reduction.

We have recently facilitated a gathering of gender experts from the fields of disaster risk reduction/disaster management, climate change adaptation and natural resource management. This workshop highlighted the great potential synergies across these technically-oriented fields in the area of development, and agreed that the cross-cutting concerns and common obstacles for mainstreaming gender perspectives can be more effectively addressed by joining our efforts and sharing our knowledge.

The importance of gender mainstreaming to build resilience to disasters has never been clearer. As the frequency and impact of climate-related disasters increases, we must commit to building a culture of prevention that is founded on the specific needs, voices, roles, and potential of women, men, boys, and girls.

Le rôle crucial des femmes dans le développement est depuis longtemps très clair pour le secrétariat de la SIPC, et c’est un plaisir de réaffirmer, en ce jour, l’engagement de notre secrétariat pour l'égalité de « genre » dans la réduction des risques de catastrophe.

J’encourage, aujourd'hui les gouvernements à reconnaître et à profiter des gains énormes qui peuvent être obtenus en matière de développement socio-économique et de résilience, si les besoins des femmes sont intégrés d'une manière adéquate dans les plans nationaux de réduction des risques de catastrophe et dans les stratégies d'adaptation au changement climatique. Nous avons suffisamment de capacité pour réaliser ces changements – et à cet égard, je reconnais et rends honneur à nos femmes leaders qui ont joué un rôle clé dans le développement et dans le domaine de la réduction des risques de catastrophe. Cependant, la progression des perspectives de « genre » et des droits des femmes ne concernent pas uniquement les femmes. Il est nécessaire que davantage d'hommes plaident au plus haut niveau, pour que les femmes soient investies d’un plus grand pouvoir, et pour qu’un budget destiné au « genre » soit incorporé dans les plans et projets nationaux et locaux de développement.

Pour soutenir cet objectif, le secrétariat de la SIPC est en train de développer des lignes directrices de politiques, des instruments d’implémentation et de bonnes pratiques pour l'intégration de perspectives de « genre » et de la réduction des risques de catastrophe dans le développement. Nous avons récemment organisé une réunion d'experts de « genre » dans les domaines de la réduction des risques de catastrophe / de la gestion de catastrophes, de l'adaptation au changement climatique et de la gestion des ressources naturelles. Cet atelier a mis en exergue les synergies potentielles dans ces domaines techniques du développement, et a convenu que les inquiétudes communes pour intégrer les perspectives de « genre » peuvent être envisagées avec une plus grande efficacité en unissant nos efforts et en partageant notre savoir.

L'importance de l'intégration du « genre » pour développer la résilience face aux catastrophes n'a jamais été aussi claire. Alors que la fréquence et l'impact des catastrophes liées au climat augmentent, nous devons nous engager à créer une culture de prévention qui soit fondée sur les besoins spécifiques, les voix, les rôles, et le potentiel des femmes, des hommes, des garçons, et jeunes filles.
