humanitarian assistance is delivered in places where civilians are increasingly
directly targeted by one or more parties to an armed conflict
- What are the evolving
needs for protection of civilians?
- What are the mechanisms
open to humanitarian actors to effectively protect civilians
- What are the implications
of providing protection in places where there is neither a functioning government
nor a UN peacekeeping operation?
- How can the various humanitarian
actors assist in establishing a "culture of protection" and what
are their minimum obligations?

2. HUMANITARIAN ENGAGEMENT
- Issues to be addressed, among others:
- The nature of humanitarian
engagement is changing with the changing nature of complex humanitarian emergencies,
obliging humanitarians to learn to engage with new parties and actors.
- Increasing conflict within
sovereign states is but one factor complicating humanitarian action in recent
times. With 'traditional' peacekeeping operations less the norm, what new
forms of international response are evolving, some not involving the UN?
- If conventional peacekeeping
operations are less likely to occur, what are the challenges of working with
"coalitions of the willing" and international or unilateral forces
operating without a UN mandate?
- How is the current "war
on terrorism" affecting humanitarian action and principles?

4. CHALLENGES FOR HUMANITARIAN
COORDINATION IN THE FUTURE - Issues to be addressed, among others:
- A new humanitarian architecture
is emerging. Donor governments are deploying to theatres of humanitarian response,
NGOs are improving the quality of assistance and response capacity, signalling
a potentially smaller role for the UN in the direct delivery of assistance.
- Will the new emerging
architecture allow for a more effective response to the challenges of the
future?
- What are the key roles
for the UN in humanitarian response in the future?
- How do recipient states
regard the future of humanitarian response coordination?
- Prospects for continued
resource mobilization.
