PRESS BRIEFING BY CONFERENCE SPOKESWOMAN

The order of speakers in tomorrow's morning plenary meeting, beginning at 9 a.m., was contained in the Journal, and a new one would be published if there were any changes, Susan Markham, Spokeswoman for the International Conference on Financing for Development, said at today's evening press briefing.

She said nine heads of State and government were listed for tomorrow morning, and security arrangements for their arrival would be the same as those for today. However, there would be no official reception, and media pool coverage would be set up at the entrance starting at 8 a.m.

Ms. Markham said the same situation would apply in the afternoon, with three heads of State and government speaking first and other heads of delegations later. There would be no round tables.

President Vicente Fox had invited heads of State and government to a retreat from 11 a.m. to 4 p.m., Ms. Markham said. The President was expected to come to the press briefing room after 4:15 p.m. to tell journalists what had happened at the retreat.

The Spokeswoman said there would be a full schedule of press conferences tomorrow. The Prime Minister of Spain would hold a press conference at 10 a.m. and the President of Haiti at 5:30 p.m. The daily press briefing would take place at noon, but it was not certain that a closing one would be held.

Ms. Markham said that once the list of plenary speakers was exhausted, the Conference was expected to adopt the Monterrey Consensus. The closing ceremony was expected to take about 30 minutes.

She said a total of 9,125 accreditation passes had been issued. Of those, 2,516 were for government delegations, 1,826 for media, and 803 for NGO and business representatives.

The Spokeswoman told journalists that all were invited to a reception tonight hosted by the Minister for Foreign Affairs of Switzerland from 6:45 p.m. to 8 p.m. at the Cineteca.

Asked by a correspondent what it would take for adoption of the consensus to require a vote, she referred him to the rules of procedure.
