The key elements of the mandate of the Special Adviser are the following:
- Raise awareness about the role of sport as an efficient tool to attain development and peace objectives.

Lead and coordinate the efforts of the United Nations system in this field.

Promote the regular use of sport to address education, health and development issues and to increase understanding, peace and tolerance within and between communities, countries and cultures.

Encourage collaboration and partnerships around Sport for Development and Peace between different actors.

Support systematic, coordinated and coherent approaches to using sport as a tool to address development challenges.

Foster the inclusion of sport on development agendas and the inclusion of a social development perspective on sports agendas worldwide.

Ensure due attention is accorded to cultural and traditional dimensions, and respect is upheld for the principles of human rights (especially youth and child rights);human diversity; gender equality; social inclusion and environmental sustainability.

Urge the continued assessment of progress achieved and difficulties encountered in the use of sport as a development tool through research, monitoring and evaluation.
