Water is a human right and also a key element to ensure Sustainable Human Development. Achieving universal access to clean water and sanitation is a matter of health, gender equality, education, food security, environment, among others. In a context of definition of the post-2015 agenda water has to be placed as a priority in development cooperation practices and in this context local authorities play an important role in contributing to development objectives in general and to water security in particular.
