"The barrier will isolate communities from each other within the
West Bank, compounding acute unemployment and poverty levels. In
many cases UNRWA schools and clinics, as well as its Qalqilya
hospital, will be separated from refugee populations. Gaining access
to UNRWA's humanitarian services will be made much more difficult."

"In June 2002, the Israeli authorities began construction of the
first phase of a 350-kilometre ‘security barrier’ to physically separate
the West Bank from Israel. The Palestinian town of Qalqilya, containing
UNRWA's hospital, 3,900 refugee families and a total population of
45,000 will be almost hermetically sealed by walls and fences on all
sides."

UNRWA has been providing food aid for around 1 million people in
the West Bank and Gaza for the much of the last three years. However
reductions in donations to the Agency's Emergency Appeal from donor
nations means that UNRWA now provides only 30 per cent of the
nutritional needs of vulnerable refugees in Gaza.
