Education is UNRWA's largest programme, and arguably the one most valued by Palestine refugees and Palestinian society in general. In the words of UNRWA's Commissioner-General, Karen Koning AbuZayd: "Anyone who has lived and worked among Palestinians will have been struck by.. their passionate appreciation and desire for educational achievement and professional skills."

Echoing this sentiment, Muhasen Muhaisen, UNRWA's Chief of Education in Gaza, used the line "education is our economy" in commemorating a return to classes in September 2006.
