OCHA/UNRWA Special Focus: The Humanitarian Impact of the Barrier
since the International Court of Justice Opinion [English]
Three years ago today, the International Court of Justice (ICJ)
issued an advisory opinion stating that the route of Israel's
Barrier in the West Bank, including East Jerusalem, and its
associated permit and gate regime, constitute a serious breach of
international law. In this Special Focus, OCHA looks at several
communities in the northern West Bank that have been severed by the
Barrier from their neighbouring communities, from agricultural lands
and livelihoods.

A survey of 57 communities located close to the West Bank Barrier
revealed that six out of ten did not have access to their land
because of the barrier.

OCHA/UNRWA Special Focus: Crossing the Barrier: Palestinian
Access to Agricultural Land
Part I of the report provides information on the status of the
Barrier’s construction in the West Bank and its humanitarian impact.
Part II examines the impact of the permit system on 28 Palestinian
communities in Tulkarem, Qalqilya and Salfit governorates in the
northern West Bank. Nearly180,000 Palestinians, including over
75,000 registered refugees, live in these communities and require a
permit to access their land west of the constructed Barrier.
