OPENING
REMARKS BY THE CHAIRMAN OF THE MIXED COMMISSION AND SPECIAL
REPRESENTATIVE
OF THE SECRETARY-GENERAL OF THE
UNITED NATIONS, MR. AHMEDOU OULD-ABDALLAH

I
have the pleasure to welcome the distinguished delegations of Cameroon and
Nigeria to the first meeting of the Mixed Commission that was established
in accordance with the Joint Communiqué adopted at the meeting held in
Geneva on 15 November 2002 between H.E. President Paul Biya and H.E.
President Olusegun Obasanjo, in the presence of the Secretary-General of
the United Nations.
The
Secretary-General has noted with satisfaction that both your
countries have selected very heavy weight and competent representatives
for the Mixed Commission. I
share Mr. Annan’s view
As
Chairman of this high-level bilateral Commission, I share Mr. Annan’s
view and with my colleagues I will do my best to facilitate your work.
The
Secretary-General of the United Nations, as do the leaders of your two
countries, attaches great importance to the Commission’s work and is
committed to ensuring that it successfully carries out its mandate. In my
capacity as the Commission’s Chairman, and on behalf of the
Secretary-General, I would therefore like to assure you that the United
Nations is prepared to support and facilitate the work of the Commission.
Needless to say, I shall count on your full support and cooperation.
The
end result of the Commission’s work will however depend on how we all
together can agree on a programme that allows the successful
accomplishment of the tasks entrusted to the Commission. As you will
recall, the Joint Communiqué adopted by your two Presidents in Geneva
provides that:
“The
Mixed Commission will consider all the implications of the (ICJ)
decision,
including the need to protect the rights of the affected populations in
both countries. The Commission shall, inter alia, be entrusted with
the task of demarcating the land boundary between the two countries. It
will also make recommendations on additional confidence-building measures
such as the holding, on a regular basis, of meetings between local
authorities, Government officials, and Heads of State; developing projects
to promote joint economic ventures and cross-border cooperation; the
avoidance of inflammatory statements or declarations on Bakassi by either
side; troop withdrawal from the relevant areas along the land boundary;
eventual demilitarization of the Bakassi Peninsula with the possibility of
international personnel to observe withdrawal; and reactivation of the
Lake Chad Basin Commission”
Pendant
cette première réunion de la Commission Mixte, je prévois que nous
examinerons en détail la façon dont la Commission organisera ses travaux
et que nous conviendrons ensemble d’une « feuille de route »
pour la réalisation de son mandat. Il
importera également que nous déterminions un ordre de priorités parmi
les tâches énumérées dans le communiqué conjoint du 15 novembre, et
que nous déterminions ensemble le type d’assistance que l’ONU sera
appelée à fournir à la Commission Mixte et aux deux pays concernés.
Je
profite de l’occasion que m’offre cette séance inaugurale de la
Commission pour engager les deux délégations à mener leurs discussions
sur les questions prévues dans le communiqué du 15 novembre avec un
esprit ouvert, sans préjugés et sur un mode constructif.
Je souhaite aussi vous redire que ma raison d’être ici est de
vous assister et de faciliter vos travaux.
Avant
de procéder plus avant, je tiens à remercier le bureau du Programme des
Nations Unies pour le Développement à Yaoundé, et tout particulièrement
madame Patricia de Mowbray, de leur hospitalité et d’avoir mis, à la
demande du gouvernement camerounais, leurs locaux à la disposition de la
Commission Mixte pour sa première réunion.
Je
propose que nous passions maintenant à un échange de vues général, après
lequel nous ajournerons la séance. J’espère
que, sur la base des vues qui auront été exprimées lors de cet échange,
je pourrai ensuite vous suggérer des idées sur la façon dont nous
pourrions conduire nos travaux pour les jours à venir.
Mais
tout d’abord, permettez-moi de vous présenter brièvement les membres
de mon équipe.
J’invite
maintenant le Chef de la délégation du Cameroun, Son Excellence Monsieur
Amadou Ali, à presenter les membres de sa délégation et à faire une déclaration
liminaire.
Je

de ses aimables propos à mon endroit.

now give the floor to the Head of the Nigerian delegation, His Excellency
Prince Bola Ajibola, and I invite him to introduce the members of his
delegation and make an introductory statement.

for the kind words he addressed to me.
