COMMUNIQUÉ ADOPTED AT THE FIRST SPECIAL MEETING
OF THE CAMEROON-NIGERIA MIXED COMMISSION

Abuja, 28 October 2003

 

1. Paragraph 13 of the Communiqué of the first meeting of the Cameroon-Nigeria Mixed Commission held in Yaoundé from 1-2 December 2002 stated: “The Mixed Commission decided that henceforth it shall meet on the first Tuesday every two months, on the understanding that it may adjust the timing of each particular meeting, should circumstances so require.  Special meetings of the Commission may be convened, if necessary, by the Chairman of the Commission upon consultation with the members of the Commission.”

2. The Mixed Commission convened its first special meeting on 28 October 2003 in Abuja.  The purpose of the meeting was to launch the Working Group on the withdrawal of civil administration and military and police forces and the transfer of authority in the Lake Chad area, and to adopt Terms of Reference for the Working Group.

3. The Working Group’s mandate is to implement the decisions of the Mixed Commission pertaining to the withdrawal from the Lake Chad area as per its Working Calendar.  The Working Group will therefore consider all practical matters relating to the withdrawal of civil administration and military and police forces and the transfer of authority in the Lake Chad area, including the deployment of Mixed Commission observer personnel.

4. The Working Group shall be chaired by the Executive Secretary of the Mixed Commission and shall be composed of technical experts on civil administration, military, and police issues from each Party. Each Party shall nominate ten representatives to the Working Group.  The United Nations shall be represented within the Working Group by its own experts.

5. The Mixed Commission discussed and agreed on the following timetable: The Parties will submit the names of their delegates to the Working Group by 3 November 2003.  The first meeting of the Working Group shall be held on 8 and 9 November 2003 in Abuja.  The Working Group will carry out a field trip from 18 to 20 November 2003.  It will hold a subsequent meeting on 28 and 29 November 2003 in Yaoundé.  The Working Group shall present a draft Operational Plan for Withdrawal and Handover in the Lake Chad area to the Mixed Commission on 30 November and 1 December 2003 in Yaoundé.
