Working Group on Preventing and Resolving Conflicts

Mandate: United Nations Global Counter-Terrorism Strategy:

Section I, paragraph 1: “To continue to strengthen and make best possible use of the capacities of the United Nations in areas such as conflict prevention, negotiation, mediation, conciliation, judicial settlement, rule of law, peacekeeping and peacebuilding, in order to contribute to the successful prevention and peaceful resolution of prolonged unresolved conflicts. We recognize that the peaceful resolution of such conflicts would contribute to strengthening the global fight against terrorism.”

Status: The Working Group has drafted guidance on counter-terrorism for use by the Secretary-General's envoys, special representatives and other peacemakers. This guidance addresses the following issues: 1) discusses the relevance of terrorism and counter-terrorism for the work of UN peacemakers in conflict situations; 2) lays out existing international legal and strategic guidelines on counter-terrorism for reference by UN peacemakers; 3) points out terrorism-related factors that UN peacemakers may take into consideration in peace negotiations or peace agreements; 4) underlines the security implications of terrorism for UN missions, especially mediation efforts which may be seen as potential targets and highly visible ones. This guidance has been shared with Secretary-General's envoys and special representatives.

This Working Group will facilitate an exchange of knowledge and “good practice” in preventing and resolving conflicts at the national and regional levels, and determine in partnership with governments and regional and sub-regional organizations how the U.N. can better support their efforts in this regard.  This will be achieved by convening a series of meetings bringing together relevant national and regional stakeholders.
