Respectful Ladies and Gentlemen, 
 

Symbolically, that in the very beginning of new millennium world community paying its attention on the
problem of ageing. And it is not only because of increasing worry of current and forecasting level and
scale of ageing population of our planet, but mainly because of we should and obliged to develop in new
century those wisdom, knowledge, spiritual and rich human experience, which has the representatives of
the elder generation. 
 

Entering of humanity to the "time of maturity" considering by us not only as demographic apparition, but
first of all, as social, economical and cultural apparitions, opening wide perspectives for further
developing. We should in maximally effective way understand and use the intellectual and spiritual
treasure of elder generation, elder people for whole world's population blessing, and first of all for young
people, who will build a "home" of third millennium - mastering the poverty, resolving the problems
beggars and unemployment. 
 

Such common human values as respecting and honouring of the parents, elder, care of they, carrying out
to them all available moral and material aid, in Uzbekistan they traditionally consists a spiritual bases of
the civil relationships, and this tradition our most valuable property. The people says: "In the home where
lives elder person, there always peace". Particularly on that, the mentality of our people toward to the
persons of elder generation is maintained and this is deposit for social stability and harmony, guarantee
for successful realisation of market reforms in our country. 
 

Demographic forecasts shows, that in nearest ten-fifteen years in Uzbekistan the elder persons will reach
8% of total population. This growth explains by the improvement of demographic growth trends: reduce
of the birth level, mortality level on working age, and growth of life length. All these shows us an
permanent growth of the quality of medical services. 

The problem on ageing and of elder persons always are in centre of attention of Government of Republic
of Uzbekistan. One of the main direction of National model of building of market economy, has been
proclaimed by President of the Republic of the Uzbekistan Mr.Islain Karimov is "carrying out the policy
of strong social protection of the population''. Basing on that principe during the years of independence
was created whole system of social protection of the population, involving all parts and groups of
population, first of all socially unprotected. 
 

In confirmation of that, the year 2002 was proclaimed by the President of republic as "a year of protection
of interests of elder peoples". The State programme consists complex and concrete measures by
Government, state and civil organisations on further attracting of attention, care and distinction toward
elder people, their moral and material support, support of their social activity. This programme is the
logically continuation of the complex of measures annually carrying out by the government, social
programmes as Programme of providing interests of family, women, mother and child, which has a
concrete addressed direction and systematically realised social priorities of our state. Particularly,
programme for 2002 protecting interests of elder generation includes crucial wideness of area of action by
the state and social organisations and concentration their efforts on the following direction: 
 

- providing the growth of role of family, social and creative organisations, mass media in upbringing,
lighting and in propaganda of century old traditions of respecting toward elder generation, their
meritorious contribution in formation of peace atmosphere, acquiescence and happiness in every family
and stability on society; 
 

- strengthening the measures of elder people's social protection, improving their pension providing,
improving medical, sanitary-health resort, common mode, and transport services; 
 

- strengthening the care of lonely elders-citizen's, pensioners and invalids. increasing of the level of their
security; 
 

- providing an active participation of elder generation in the process of reforming society, upbringing of
health generation, keeping treasure and 

reserving for young g people the rich professional and life experience. kind traditions and cultural values;

- improving the system of upbringing and educating of youth in the spirit of respective honouring and
taking care of parents and elder generation. 

All measures (about hundred) are included to the Programme. supported by the sources of financing, and
also very important to indicate. that concrete state bodies, non-state organisations and favourable funds
are bringing their responsibility for the realisation of above mentioned programme. 

Special place in realisation of the system of measures on elder generation's protection in the republic takes
to the self-managing bodies mahallya - the union which put together the citizens, living in neighbourship
with each other, and headed by Aksacals and council of elder people (Kengash), wisdomed by the rich
life experience. 

Aiming the growth of level of the population's material welfare, first of all, elder person's, in the republic
exists developed system of previlege in the fields of mode of life and transport services, free of charge
medicines and sanitary-health resort security, ortopedical aid etc. 

Many measures is doing for strengthening the healthcare and prolonging the elder's life, supporting their
functional possibilities - creating the specialised herontological service, which provides professional view
to the treatment of the elders. Under the special created favourable Fund "Ibn Sino" (Avicenna) exists a
National Gerontological Centre, having its divisions in all regions of the republic. In district hospitals also
exists specialised geriatric sections, which carries out high quality treatment by using modern methods,
takes into account particularities of elder's organisms. Elder's dispancerisation, their treatment on the basis
of regularly prophylactic inspection annually takes place. National Pharmaceutical Factory on producing
of medical, particularly for elders, has good trends for development. 
 

In terms of passing to market economy, the state and social organisations takes a special care on elder's
people, who due the will of destiny has no material and moral support from family side. 
 

The government has adopted a special State Programme on strengthening social support for elder citizens
particularly, including free of charge food security, as well, as tree of charge security for lonely
pensioners needs in oritsider's care, giving them an opportunity to get a service in health resort zones,
free of charge security by medicines and ortopedical goods, acoustic equipment, dentist's services, carrying out the care at home and other measures, which makes their participation in the social life
possible, security for their stable and welfare senility, creation of conditions for completely realisation of their spiritual potential. 

Therefore, could be affirmed that today in Uzbekistan does not exists any elder human, who did not
involved by concrete measures of social protection, covering by the government. social organisations and      favourable funds. 

Wishing the happiness and success the uzbek people says: "Hormang - do not get tired". Especially this
expression, seems to us, relevant toward to elder people, who are incarnating in themselves the life
wisdom and rich experience of generations, contributing inestimable creative contribution to the future
