Background
of CCA/UNDAF
As
part of his 1997 reform agenda to make the United Nations an effective
and efficient institution for world peace and development in the
21st century, the Secretary-General stressed the strong inter-linkages
between peace and security, poverty reduction and sustainable human
development and the promotion and respect for human rights. In response
to his call for the United Nations to articulate a coherent vision
and strategy that allows for a unified approach towards common development
goals, the Common Country Assessment (CCA) and the United Nations
Development Assistance Framework (UNDAF) guidelines were issued
in April 1999.

Common Country Assessment (CCA)
As
defined by the General Assembly, the CCA is the common instrument
of the United Nations system to analyse the national development
situation and identify key development issues. Both a process and
a product, the CCA takes into account national priorities, with
a focus on the MDGs and the other commitments, goals and targets
of the Millennium Declaration and international conferences, summits
and conventions.
As
of January 2003, 44 LDCs, 31 LLDCs and 12 SIDS have completed CCAs.

United
Nations Development Assistance Framework (UNDAF)
As
the common strategic framework for the operational activities of
the United Nations system at the country level, the UNDAF provides
a collective, coherent and integrated United Nations system response
to national priorities and needs within the framework of the MDGs
(Millennium Development Goals) and the other commitments, goals
and targets of the Millennium Declaration and the declarations and
programmes of action adopted at international conferences and summits
and through major United Nations conventions. The UNDAF emerges
from the analytical and collaborative effort of the CCA and is the
foundation for United Nations system programmes of cooperation.

of January 2003, 36 LDCs, 19 LDCs and 14 SIDS have completed UNDAFs.

Poverty
Reduction Strategy Papers (PRSP)
Poverty
Reduction Strategy Papers (PRSP) are prepared by the member countries
through a participatory process involving domestic stakeholders
as well as external development partners, including the World Bank
and International Monetary Fund. Updated every three years with
annual progress reports, PRSPs describe the country's macroeconomic,
structural and social policies and programs over a three year or
longer horizon to promote broad-based growth and reduce poverty,
as well as associated external financing needs and major sources
of financing.
Interim
PRSPs (I-PRSPs) summarize the current knowledge and analysis of
a country's poverty situation, describe the existing poverty reduction
strategy, and lay out the process for producing a fully developed
PRSP in a participatory fashion. The PRSP Preparation Status Report
is a transitional instrument that has been introduced to deal with
cases in which countries take longer than a year to develop a full
PRSP, and where there is an operational need for an update in the
context of the IMF program.
The
country documents, along with the accompanying IMF/World Bank Joint
Staff Assessments (JSAs), are being made available on the World
Bank and IMF websites by agreement with the member country as a
service to users of the World Bank and IMF websites.

As
of January 2003, 15 LDCs, 10 LLDCs and 1 SIDS have completed PRSP,
13 LDCs, 10 LLDCs and 2 SIDS have presented PRSP Status Report or
Interim Report (I-PRSP).
