Overview

In May 2001, the Third United Nations Conference of the Least Developed Countries (LDC III) adopted the Brussels Declaration and the Programme of Action of the Least Developed Countries for the Decade 2001-2010, a comprehensive results-oriented poverty reduction strategy, tailored to the special needs of the LDCs and designed as a framework for partnership between the LDCs and their development partners.

Recognizing critical importance of the effective follow-up for the successful implementation of the Programme of Action, the Conference also agreed on a three track (national, regional/subregional and global) arrangements for the follow-up, implementation, monitoring and review of the Programme.

Follow-up arrangements at the global level include, inter alia, an annual review of the implementation of the Programme by the Economic and Social Council (ECOSOC) and sectoral reviews by governing bodies of the UN system and multilateral organizations.

Paragraph 114 the Programme also invites the General Assembly “to consider a comprehensive review …at a moment to be decided upon”. Pursuant to this recommendation, the General Assembly in its resolution 59/244 of 22 December 2004 decided “to hold the comprehensive review of the Programme of Action in 2006 within the General Assembly during its sixty first session… with modalities to be decided upon”.

Under the modalities approved by the General Assembly in its resolution 60/228 of 23 December 2005 the comprehensive review will consist of a two day high-level meeting on 19 and 20 September 2006 and a three day preparatory meeting of experts, preferably on 4, 5 and 6 September 2006. The President of the General Assembly will also convene a one day informal interactive hearings in New York with civil society and the private sector, as an input to the comprehensive review.

The comprehensive review will assess the progress made in the implementation of commitments and provide the occasion to reaffirm the goals and objectives agreed upon at the Third United Nations Conference on the Least Developed Countries, share best practices and lessons learned and identify obstacles and constraints encountered, actions and initiatives to overcome them and important measures for the further implementation of the Brussels Programme of Action, as well as new challenges and emerging issues.
