INFORMATION NOTE ON SUBMISSIONS TO THE CTC DIRECTORY
The CTC Directory of Counter-Terrorism Information and Sources of Assistance was conceived as a tool for States seeking to respond, inter alia, to legislative and administrative obligations pursuant to Security Council Resolution 1373 (2001).
The CTC Directory is maintained as an online searchable database, providing States with a "one-stop-shop" for:
- Examples of legislative standards and best practice in the field of counter-terrorism;
- Sources of technical assistance in the field of counter-terrorism.
Who should contribute information?
Any State, organisation or institution wishing to share expertise in the development and administration of counter-terrorism measures with States who might benefit from it is encouraged to contribute to the CTC Directory. The CTC itself is not an assistance provider.
A. HOW TO FORMAT A SUBMISSION
The user will be able to search the database in two ways: 1. by contributor; 2. by category.
- What are the categories for submission?
The first seven categories used to differentiate information on the CTC Directory are identical to those used by the CTC itself in its consideration of States' reports. The eighth category, "Other Areas", comprises additional fields relevant to the implementation of Resolution 1373.

Submissions to the CTC Directory are requested in the following format:
- Separate documents for each category;
- Each document clearly marked with the name of the category to which the document belongs (e.g. Legislation drafting, etc.).
The CTC would appreciate receiving submissions that cover as many of these categories as possible.
A more detailed description of each category can be found in the attached category list.
N.B. The CTC will not edit material received from States and takes no responsibility for the content of submissions.
- What kind of content material is appropriate?
The CTC hopes that contributors' submissions will contain details of the full range of assistance they are able to offer in the field of counter-terrorism relating to Resolution 1373, from standards and best practice through to specific assistance projects. The following types of material are particularly useful:
Examples of legislation e.g. examples of model laws, national legislation,
implementing legislation related to bilateral/multilateral agreements and conventions, legal theory, etc.
Training programmes e.g. details of multilateral/bilateral training
programmes, personnel training, academic courses etc.
Technical assistance projects e.g. offers of bursaries, implementation kits,
exchange of personnel, available assistance, material donation,
etc.
Sources of advice & expertise e.g. details of government bodies, agencies or academic
institutions prepared to act as sources of expertise
in a particular field etc.
Miscellaneous information e.g. notification of conferences and conference
summaries, further reference sources, case studies, etc.
The section headings above should be regarded as content guidelines for both users and contributors. It is recommended that information submitted in each separate category document be organized to correspond to one of these "sub-sections" and marked with the appropriate section heading.
Please do not view this list as restrictive; the CTC would appreciate the submission of any information that a contributor wishes to make, even if it does not fall naturally into any of the sub-sections listed above. The CTC Directory should be as comprehensive as possible.
It would also be helpful if submissions were compiled to include all relevant details e.g.:
- Explanatory text;
- Website links wherever appropriate;
- Direction to reference material or sources of further guidance;
- Contact details for specific projects/sources of information;
- Notification if the submission relates to a specific regional/language group.
N.B. The CTC Directory does not contain any of the following types of information: definitions or analyses of terrorism; lists of terrorists or terrorists groups; details of specific cases; the exchange of operational or intelligence information.
B. TECHNICAL SPECIFICATIONS
Please submit information for the CTC Directory as Microsoft Word documents (*.doc).
N.B. The CTC Directory's HTML format is incompatible with certain Word features (e.g. bullet points). Complex formatting, embedded images, graphs and tables, etc. should please be avoided.

D. HOW WILL THE CTC DIRECTORY DEVELOP?
The CTC Directory will grow to keep pace with the needs of users and the range of information submitted by contributors. If you have comments please use the "Contact the CTC" form on the CTC Directory or visit the CTC website at www.un.org/sc/ctc.
INFORMATION NOTE ATTACHMENT: CATEGORIES (CTC DIRECTORY)
Please submit a separate document for each category.
- Legislation Drafting
Information and assistance regarding the drafting of wide-ranging and comprehensive legislation covering all aspects of Resolution 1373, in particular criminalising terrorist acts, whether committed or planned, criminalising the harbouring of terrorists, membership of or recruitment to terrorist movements; ratification of the relevant conventions and protocols relating to terrorism.
- Financial Law and Practice
Information and assistance regarding the drafting of legislation criminalising the financing of terrorism, through legitimate or illegitimate means; the drafting and enforcement of codes of practice in relation to counter-terrorism for banks, financial institutions, financial intermediaries and other bodies such as charitable organisations; the drafting of laws to enable seizure and freezing of assets.
- Customs Law and Practice
Information and assistance regarding the drafting of legislation relating to the establishment of border controls; the implementation of such legislation, including a rapid and coordinated response to information received on the movement of terrorists.
- Immigration Law and Practice
Information and assistance regarding the drafting of legislation relating to immigration; and the enforcement of such legislation, including standards relating to the issuance and use of travel documents and counter-forgery measures, the granting of residency, political asylum and refugee status.
- Extradition Law and Practice
Information and assistance regarding the drafting of legislation facilitating bilateral and multilateral co-operation on matters of extradition, and the establishment of procedures for such cooperation; standards relating to the grounds for refusing extradition.
- Police & Law Enforcement
Information and assistance regarding the development of national and international procedures for law enforcement in the area of counter-terrorism.
- Illegal Arms Trafficking
Information and assistance regarding the drafting of legislation and development of procedures preventing the access by terrorists to weapons.
- Other Areas
Information and assistance regarding any other matter relating to the development of counter-terrorism measures and expertise, including guidance on the preparation of reports to be submitted to the CTC pursuant to paragraph 6 of Resolution 1373.
