Summary of the Briefing to UN Member States by the CTC Chairman on 6 September 2002
Ambassador Greenstock, Chairman of the Counter-Terrorism Committee (CTC) briefed Member States on 6 September on the work of the CTC. The CTC had received 170 first reports from member states, and a further 77 supplementary reports. The Sub-Committees had now begun to review some of the Second Round reports.
Ambassador Greenstock said that Sir Kieran Prendergast, Under-Secretary-General for Political Affairs, had briefed the CTC on the report of the UN's Policy Working Group (PWG) on terrorism (now issued as document S/2002/875). The report had made several recommendations on how the UN's role on counter-terrorism could be enhanced.
The UK would fund the publication of a leaflet summarising the work of the Counter-Terrorism Committee. This would be circulated at the end of September to coincide with the anniversary of the CTC.
Ambassador Greenstock said the CTC was in the process of reviewing the provision of expert advice and would need to appoint replacements for the experts who were leaving. He encouraged Member States to submit the CV's of potential candidates to the CTC Secretary.
Ambassador Greenstock reported on the increased action by international and regional organisations in the area of assistance. Commonwealth states were encouraged to make contact with the Commonwealth Secretariat who had drafted guidance and model legislation to assist with the implementation of 1373.
