Summary of the Briefing to UN Member States
by the CTC Chairman on 20 May 2002
Ambassador Greenstock, Chairman of the Counter-Terrorism Committee
(CTC) briefed Member States on 20 May on the work of the CTC.
The Sub-Committees were continuing to work through the reports
and the first review would be completed by mid-June.
The CTC was taking action with those Member States who had
not yet submitted a report. Ambassador Greenstock said he
had met the Africa Group and CARICOM and was scheduled to
meet the Pacific Islands Forum. The majority of non-submitters
were members of these groups. States who had not submitted
a report were encouraged to get in touch with the CTC experts
for guidance.
The CTC had received briefings from the European Union and
Commission on EU activity on counter-terrorism, and from the
International Civil Aviation Authority (ICAO) in the area
of security and counter-terrorism.
Ambassador Greenstock said the CTC had appointed Curtis Ward
as an expert, who would be responsible for assistance and
liaison, Mr Lotfi Daoues (Tunisa) who has expertise in the
area of Islamic law, and Mr Esteban Solana (Spain) as a temporary
replacement. A Deputy would also be appointed to assist Curtis
Ward.
The CTC would not go ahead with the establishment of a UN
Trust Fund for various reasons. But it was looking at the
question of assistance more broadly, and expected to make
progress on this issue now that the Assistance Expert had
been appointed.
