Summary of the Briefing to UN Member States by the CTC Chairman on 19 October 2001

Ambassador Greenstock (Chair, Counter-Terrorism Committee) briefed interested UN delegations on 5 November on the work of the CTC. He recalled that 9 November was the deadline for States to submit to the Secretary of the Committee the details of contact points in capitals and in their Permanent Missions. Ambassador Greenstock also recalled the need for States to nominate experts to be seconded to the UN to advise the Committee. He encouraged States to put forward candidates as quickly as possible. The CTC would take a decision on the first two appointees during the week beginning 19 November. It also hoped to have agreed on an initial pool of experts by the end of November, who would be appointed as needed as the work of the CTC progressed. The CTC had begun to anticipate that its workload would be intensive in the first few months of 2002 as reports from States were reviewed. It was possible that it would need more experts than five initially anticipated for that period.

Ambassador Greenstock recalled that at its last meeting on 2 November, the CTC had reviewed its Work Programme. Agreement had been reached that, once experts were in place, the CTC would begin to focus on its procedures for reviewing the reports submitted by States. The CTC would need to agree on the responses it expected to see for each paragraph and sub-paragraph of 1373. It was possible that the CTC would decide to draw up a list of benchmarks. If it did so, the document would be prepared transparently. The CTC had also discussed the need to take forward assistance to States.

Ambassador Greenstock said the CTC had been briefed on the outcome of the Financial Action Task Force plenary meeting, which had taken place in Washington on 29-30 October. The FATF had agreed 8 Special Recommendations on terrorism financing. (Background papers were circulated at the briefing, and are available by clicking on the link to FATF website) Ambassador Greenstock said that the CTC would keep abreast of this initiative and the work of other international and regional organisations in the area of counter-terrorism, but it would not formally adopt the work of other organisations. The mandate of the CTC was resolution 1373, as set by the Security Council.
