Summary of the Briefing to UN Member States
by the CTC Chairman on 15 October 2001
Sir Jeremy Greenstock, Chair of the Counter-Terrorism Committee
(CTC), and Ambassador Alfonso Valdivieso (Colombia) briefed
delegations on behalf of the CTC Bureau on the CTC on 15 October.
Sir J Greenstock outlined proposals for the CTC's Work Plan.
This would be submitted to the President of the Security Council
by 27 October, as requested by SCR 1373 (2001). The Work Plan
would set out timelines for the CTC's work. By 31 October, the
CTC would issue guidelines to States on the reporting requirement
in paragraph 6 of 1373, set up procedures for provision of expertise
in areas relevant to the Committee's work. By 27 December 2001,
the CTC would publish a list of official government contact
points, establish a pool of expertise in areas relevant to the
Committee's work and begin to identify and promulgate best practice
and to research ways of assisting States where appropriate.
In the coming days, the CTC would also advise the Secretariat
on its needs for expert advice. The experts would be independent
of the Secretariat and Committee. The Secretariat would, in
consultation with the CTC, appoint two experts to provide advice
in the short term. These needed to have expertise of countering
the financing of terrorism and of legislative drafting at the
national level in the area of CT. The Secretariat would also
assemble a pool of experts with experience in all aspects of
CT, including customs, immigration/asylum, extradition and border
controls. States would be asked to submit possible names to
Alek Martinovic, the Acting Secretary of the CTC.
Sir J Greenstock said the CTC would establish procedures to
assist States in fulfilling their obligation, under paragraph
6 of SCR 1373 (2001), to report to the Committee on the steps
they have taken to implement the resolution. He outlined preliminary
ideas in this area. Written guidelines would be forwarded to
States by 31 October.
The Bureau will brief interested States again during the week
beginning 22 October.
