Readout of the phone call between the Secretary-General and President Assad of Syria [scroll down for Arabic version]

In a phone conversation with President Assad of Syria today, the Secretary-General expressed his strong concern and that of the international community at the mounting violence and death toll in Syria over the past days. He reflected to the Syrian President the clear message sent by the Security Council and urged the President to stop the use of military force against civilians immediately.
In response to the President's reference to the large number of lives lost among the security forces and police, the Secretary-General said he condemned the violence against both the civilians as well as security forces. The President also referred to his recently announced reform measures. The Secretary-General underscored that for these measures to gain credibility, the use of force and mass arrests must stop immediately. He reminded President Assad of the Syrian authorities'' obligations under international human rights law.
He reiterated his call on the Syrian government to receive missions from the international humanitarian agencies and from the Office of the High Commissioner for Human Rights. These will be discussed further with the Minister of Foreign Affairs during the coming week.
The Secretary-General also underlined the responsibility of the Syrian authorities to ensure the security of the UN staff and premises inside the country.

نص المكالمة الهاتفية بين الأمين العام والرئيس الأسد، رئيس سوريا
أعرب الأمين العام، في محادثة هاتفية مع الرئيس الأسد، رئيس سوريا، اليوم عن بالغ قلقه وقلق المجتمع الدولي إزاء تصاعد العنف والخسائر في الأرواح في سوريا على مدى الأيام الماضية. وأبلغ الأمين العام الرئيس السوري الرسالة الواضحة التي وجهها مجلس الأمن وحث الرئيس على وقف استعمال القوة العسكرية ضد المدنيين فورا.
وجوابا على إشارة الرئيس إلى العدد الكبير من الأرواح التي أزهقت في صفوف قوات الأمن والشرطة، قال الأمين العام إنه يدين العنف ضد كل من المدنيين وقوات الأمن على السواء. وأشار الرئيس أيضا إلى التدابير الإصلاحية التي أعلن عنها مؤخرا. وأكد الأمين العام أنه لكي تكون لهذه التدابير مصداقية، لا بد من وقف استعمال القوة والاعتقالات الجماعية فورا. وذكّر الرئيس الأسد بالتزامات السلطات السورية بموجب القانون الدولي لحقوق الإنسان.
وكرر نداءه إلى الحكومة السورية من أجل أن تستقبل البعثات الموفدة من الوكالات الإنسانية الدولية ومن مفوضية حقوق الإنسان. وستناقش هذه المسألة كذلك مع وزير الخارجية خلال الأسبوع المقبل.
وأكد الأمين العام أيضا مسؤولية السلطات السورية عن ضمان أمن موظفي الأمم المتحدة وأماكن العمل التابعة لها داخل البلد.
