Deputy Secretary-General's video message to International Development Law Organization's meeting of the Assembly of Parties

I am pleased to send greetings to the Meeting of the Assembly of Parties to the International Development Law Organization.

The rule of law is fundamental to all our work for peace, sustainable development and human rights.

I commend your work to strengthen the rule of law in even the most challenging environments such as Afghanistan and Somalia.

As we approach the final two years in our campaign to achieve the Millennium Development Goals, there is growing understanding that our work could have been enhanced by greater emphasis on the rule of law.

Now, Member States are working to define a post-2015 development agenda.

For this, the rule of law could play a key role.

Rule of law in not an abstract concept. 

A just constitution promotes open and accountable government, free speech and equality.

It protects people’s rights and supports free and fair elections. 

An effective and independent justice system enables resolution of disputes, reduces violence and hinders corruption. 

The rule of law is essential for effective governance, inclusive economic growth and sustainable development

It lays the ground for access to decent housing, health services, nutrition, education and jobs.

It allows for the sustainable management of the environment and natural resources.

In his report, “A Life of Dignity for All”, the Secretary-General notes the importance of the rule of law for peace and effective governance.

This view is increasingly shared by Member States.

It is included in the landmark General Assembly Declaration on the rule of law, and in the Outcome, 25 September Document of the General Assembly on the MDGs. 

As we work to advance the post-2015 development agenda, we count on the support of you, representing the only inter-governmental organization exclusively dedicated to advancing the rule of law.

I wish you a successful meeting and look forward to our continued partnership.
