The United Nations Counter-Terrorism Committee (CTC) aims to facilitate the provision of assistance in the field of counter-terrorism by making information regarding global assistance needs available to potential assistance providers. To this end the Counter-Terrorism Committee Executive Directorate (CTED) has produced a Technical Assistance Matrix which offers a centralized, comprehensive indication of States’ assistance needs, as well as information on any assistance being delivered of which the CTC has been made aware.
The information in the Matrix reflects assistance needs identified either through direct requests made by States or through CTC/CTED's ongoing dialogue with a State in the context of monitoring the implementation of Resolution 1373 (2001). Potential providers will thus be able to access, through the Matrix, an overview of where assistance is still needed by States implementing Resolution 1373 (2001). By clicking on the links to the right they will be able to view those needs on a country-by-country basis, from a regional perspective, or by technical assistance subject area. Additionally, potential providers will be able to view current and past assistance provided by other international/regional organizations, United Nations bodies and Member States. The Matrix will assist providers in deciding how best to develop their own counter-terrorism programmes and where it might be most useful to focus their efforts.
The Matrix will make it clear when an assistance need is being addressed, or where an assistance provider is still required as per available information.
The Matrix also includes a sub-set of data known as the Directory of Assistance. UN Member States requiring counter-terrorism technical assistance may browse this section to learn more about technical assistance programmes offered by international/regional organizations, United Nations bodies and other UN Member States. The Directory of Assistance includes information on, inter alia, programme methodologies, recipient eligibility, and contact points.
CTC/CTED themselves are not assistance providers. They will not duplicate the efforts of others nor impose a heavy bureaucracy that slows down assistance provisions; nor will they attempt to supplant the policy-making structures of assistance providers.
CTC/CTED are also aware that many provider/recipient partnerships have been and will be established directly without CTC/CTED involvement. While such activity is most welcome, CTC/CTED would appreciate learning of these partnerships in order to avoid duplication in the provision of technical assistance.
