Technical Assistance Programme Description

                                                   Institution-Building and Rule of Law


The UN Interregional Crime and Justice Research Institute (UNICRI) provides action-oriented research and technical assistance to help UN Member States promote the rule of law and institution-building. The Institute does this by fostering just and efficient criminal justice systems, endorsing the respect of international instruments/standards and facilitating international law-enforcement cooperation and judicial assistance.

UNICRI's general strategy aims to identify new areas of intervention. The Institute operates in selected niches so that its activities can integrate on-going national and international efforts in the field of justice and crime prevention. Co-operation projects often take a holistic approach to tackle legislative, enforcement and social aspects and may include services provided by UNICRI, such as documentation, research and training.

In the field of justice reform, UNICRI assists countries in building/strengthening institutions such as Judicial Training Centres, Juvenile Courts, Pre-Trial Observation Centres and Training and Rehabilitation Centres. The Institute also assists countries in empowering law enforcement agencies.

UNICRI's assistance also includes supporting international community initiatives by establishing a reliable base of knowledge and information, identifying appropriate strategies, policies and instruments and designing practical models and systems. Furthermore, the Institute exchanges and disseminates information/documentation worldwide through: its international documentation centre; the creation of comparative databases; assistance in the establishment of criminal justice databases in developing countries; the organization of conferences, workshops and seminars; and the setting up of awareness campaigns (regarding education on legality and human rights protection).

UNICRI's research focuses on several elements. These include the analysis and assessment of conditions for, and consequences of, adopting national and international criminal justice strategies; the study of major patterns/trends in crime; and the promotion of policy-relevant research in view of implementing UN Conventions and respecting human rights. The Institute's training and educational activities are aimed at developing and upgrading professional skills, favouring the exchange of information and cooperation among policy makers, administrators and professionals and ensuring the long-term sustainability of results.



Technical Assistance Methodology
                                         
UNICRI supports other international organizations, national and local governments, non-governmental organizations, academic and educational institutions and the communities at the large, through:
- quantitative and qualitative analysis;
- design and implementation of training and technical cooperation activities at interregional and national levels; exchange and dissemination of information/documentation world wide to respond to the needs of the international community;
- provision of advisory services.
As part of the UN, UNICRI operates within the framework of the United Nations Commission on Crime Prevention and Criminal Justice Network. The Institute maintains close working relations with UN bodies and agencies, such as the United Nations Office on Drugs and Crime (UNODC), the United Nations Education, Scientific and Cultural Organization (UNESCO), the United Nations Children's Fund (UNICEF), the Department for Peace Keeping Operations (DPKO), the World Health Organization (WHO), the World Customs Organization (WCO) and the International Atomic Energy Agency (IAEA). UNICRI partners also include a wide range of intergovernmental and governmental institutions, as well as academic institutions and non-governmental organizations.
