Technical Assistance Programme Description The concept of Security Governance, which permeates all the activities of the cluster, is based on an interdisciplinary approach that applies the concept of governance into the security area. Through this approach it should be possible to identify strategic objectives in line with a more interdisciplinary and development oriented environment and effectively allocate and coordinate resources to achieve the identified objectives, using tools and dynamics found in the international context. In line with the UN principles and mandate, the governance approach implies a vision of security and ethical issues, respect for human rights and an overall concrete contribution to development. Methodologically, the Security Governance approach seeks the highest degree of flexibility and looks at the developmental cooperation framework.

UNICRI is very involved in the implementation of the UN Counter-terrorism Strategy (A/RES/60/288) through its participation in the Counter-Terrorism Implementation Task Force (CTITF) aimed at ensuring the overall coordination and coherence in the counter-terrorism efforts of the United Nations system.

UNICRI's Programme on Security during Major Events is delivered trough a worldwide initiative, the "International Permanent Observatory on Security during Major Events (IPO)", and a regional project developed at European level, "Coordinating National Research Programmes on Security during Major Events in Europe (EU-SEC)". To promote and strengthen the UNICRI Programme the UN Commission on Crime Prevention and Criminal Justice (April '06) and subsequently the ECOSOC (July '06) adopted a Resolution on IPO (E/2006/28). This Resolution encourages UN Member States planning major events to take advantage of the IPO and invites UNICRI to continue and expand its work on the Observatory. The UNICRI programme on Security during Major Events envisages a political/technical platform based on two main pillars: the cooperation provided by relevant national institutions and the direct involvement of senior experts and practitioners. In particular, IPO has been conceived to provide, upon request, mentoring support/technical assistance to national authorities responsible for the security planning of major events as well as promoting international cooperation in this field.


Technical Assistance Methodology The Cluster for this programme adopt the following methodology:

IPO: after receiving the request of assistance from a Member State, UNICRI organizes a needs assessment mission aimed at outlining the needs and priorities of the requesting state. After that first mission, IPO mentoring and quality-assurance services can be delivered. Requests for IPO assistance can be addressed by national authorities, agencies or departments responsible for, or otherwise involved in, security planning for a major event. UNICRI evaluates requests received on a regular basis in order to define, in consultation with the IPO Advisory Committee, the programme's future priorities and schedule. At Regional level (EU-SEC) the IPO methodology is based on a networking activity among national research programmes in the field of security during Major Events to laying the bases for further joint transnational coordinated research.

UNICRI is developing additional technical assistance tools: IPO toolkit (to be translated in Chinese, Spanish and Portuguese), IPO Guidelines, IPO portal and IPO Restricted Documentation Center.
Technical Assistance Eligibility UNICRI Programmes are available to all States.
