Technical Assistance Programme Description TPB's Global Project on Strengthening the Legal Regime against Terrorism provides the overall framework for delivering technical assistance to countries. It functions as a continuing "rolling" project, with global, sub-regional and national components. It is regularly revised and up-dated to ensure continued relevance of all elements and to integrate new initiatives in response to new requirements.

Project activities focus on assisting countries to:
- become party to the universal legal instruments against terrorism;
- Incorporate the provisions of these instruments into their national legislation;
- Provide substantive training for criminal justice officials in applying the new laws;
- Participate in international cooperation in criminal matters regarding counter-terrorism;
- Fulfil reporting obligations arising from Security Council resolutions, especially 1373 (2001);
- Strengthen specialized expertise and national capacities in combating terrorism, through the development and dissemination of substantive publications, guides, tools and legal databases.

The focus of TPB's technical assistance activities has increasingly been shifting from the primary phase of ratification support, to the more complex phase of legislative implementation and support for national counter-terrorism capacity building for criminal justice systems, in particular through specialized training in the judicial and prosecutorial fields. Promotion of international and regional cooperation in criminal matters relating to terrorism continues to be a priority focus.


Technical Assistance Methodology UNODC/TPB uses a five-step methodology:
- Analyze national legislation related to counter-terrorism;
- Identify legislative needs together with relevant national authorities;
- Assist in drafting national laws for implementing counter-terrorism instruments;
- Recommend administrative and regulatory measures necessary for the implementation of the laws and undertake active follow-up;
- Train criminal justice officials in the implementation of new laws and international criminal justice cooperation, including extradition and mutual legal assistance.
To help countries understand the provisions contained in the universal instruments, draft new legislation which complies with the requirements of the universal anti-terrorist instruments and enhance international cooperation to counter terrorism, TPB has developed, is preparing and/or has been disseminating the following technical assistance tools (see also TPB's website http://www.unodc.org/unodc/terrorism_tools.html):

Technical Assistance Eligibility UNODC's capacity building programme is available to all States upon request. Such requests may emanate directly from the Member State, from the CTC/CTED or from relevant (sub-) regional and international authorities, if they have the authority to do so.
