| Technical Assistance Programme Description | A.) Technical assistance of the Rosfinmonitoring (with the involvement of the autonomous non-commercial organization "International Training and Methodological Center of Financial Monitoring") to the member states of the Eurasian Group (EAG) on combating money laundering and financing of terrorism. B.) Customs Enforcement Network Training for National Contact Points of Regional Intelligence Office of WCO for the CIS countries "RILO-Moscow" . |

| Technical Assistance Methodology | A.) Technical assistance is aimed at creating the national legal and institutional anti-money laundering and terrorist financing (AML/TF) framework in line with the FATF standards, including the capacity building of the judicial system, organizing of financial intelligence units (FIUs), staff trainings of legal and oversight specialists. The representatives of the EAG member states take part in plenary meetings and workshops financed by the Russian Federation. Actions held in relation to the EAG: 1. EAG plenary sessions: December 2004 and December 2005, Moscow; April 2005, Shanghai; May 2006, St. Petersburg; 2. Inter-seasonal sessions of working groups (March and September 2005, Moscow; August 2006, Lake Issyk Kul, Kyrgyzstan); 3. 5-day training seminar for representatives of Belarus competent ministries (March 2005). 4. EAG evaluators' workshops (29-30 September 2005 (introductory), 20-24 March and 26-30 June 2006, Moscow), aiming at training of experts who take part in the mutual evaluation in the context of the EAG; 5. EAG typology seminar (3-4 November 2005, Moscow): EAG typology research results for 2005 were examined for further incorporation to the 2005 annual articles of typologies for money laundering and terrorist financing; 6. Training workshops for Kyrgyz and Kazakh parliamentarians (March 2006, Moscow): during these workshops issues of elaboration of the national AML/TF legislation were discussed; 7. EAG on-site missions to member states (e.g. Belarus, Kazakhstan, Kyrgyzstan, Tajikistan) on technical assistance needs assessment. The first EAG Donors' Conference was organized on 14 December 2005 in Moscow basing on the results of these missions. 8. On-site visits of the EAG President, Head of the Rosfinmonitoring to Belarus, Kazakhstan, China, Kyrgyzstan, Uzbekistan. Advisory and practical assistance missions to the EAG member states, including missions on creating a system of FIUs in Kazakhstan and Kyrgyzstan. All EAG key actions (i.e. plenary and working groups' meetings, experts' workshops and donors' conferences) were held with active participation of representatives/experts from the FATF, IMF, World Bank, UNODC, CoE Monitoring Committee (MONEYVAL), USA, UK, etc. B.) WCO-designed Guide and Audio-Visual Training, seminars, secondment. |
