Counter-Terrorism Technical Assistance Programmes |
| Technical Assistance Programme Description | New Zealand has two main programmes for providing counter-terrorism and counter-radicalisation assistance and capacity-building - the Pacific Security Fund and the Asia Security Fund. The Pacific Security Fund is drawn on by New Zealand Government departments and agencies to advance or protect security interests by reducing risks from threats arising in the Pacific. The Asia Security Fund supports counter-terrorism capacity-building and regional security initiatives in Southeast Asia, including through addressing broader factors which may lead to violent extremism and terrorism. This approach recognises that effective counter-terrorism strategies focus on both symptoms and underlying factors that lead to terrorism. | Technical Assistance Methodology | Projects under the Pacific Security Fund are considered against New Zealand's Pacific Security Strategy and linked to a Risk Management Framework. Recommendations for projects are externally assessed and agreed by an interdepartmental Pacific Security Coordinating Committee. The Asia Security Fund works closely with partners in the Southeast Asia region, with project proposals submitted and considering internally within the Ministry of Foreign Affairs & Trade, with the assistance of an external assessor. Both funds are managed by the New Zealand Ministry of Foreign Affairs and Trade. |
| Technical Assistance Eligibility | Counter-terrorism and counter-radicalisation projects are supported on a case-by-case basis and as appropriate in consultation with the partner country. The Pacific Security Fund is restricted to projects undertaken by New Zealand government departments and agencies in partnership with Pacific Island governments. The Asia Security Fund supports projects implemented by a range of partners, including regional counter-terrorism centres, government agencies, and civil society partners in Southeast Asia. |
