Counter-Terrorism Technical Assistance Programmes |
| Technical Assistance Programme Description | The Nigerian Government has been in the forefront in the fight against terrorism through conducting various anti-terrorism operations in the country, by its Security agencies. However, setting up of the Nigerian National Focal Point on terrorism, in 2008 comprising of all Security organizations-(Intelligence and law enforcement agencies), as well as other relevant Government establishments, coordinated by the Department of State Services, shows the level of commitment of the Country in the global fight against terrorism. The programmes of the Nigerian National Focal Point have been focused on Intelligence gathering and research on the remote causes of terrorism, law enforcement, travel control, border security, capacity building, perception management, deradicalisation /rehabilitation programmes for repented terrorism suspects and reach out strategies for sensitizing traditional rulers and religious leaders/clerics on the ills of terrorism. The Focal Point has also been engaged in international cooperation on tracking of terrorism financing, terrorism emergency response preparedness and public enlightenment programmes. The aim/objective of the Focal Point is to synergize among relevant agencies/partners in the areas of information sharing and joint operations, on how best to address extremism, intolerance and fundamentalism which breed terrorism, with a view to enhancing the security of Nigeria, African continent and the world at large. Technical Assistance Programme Since 2006, the Nigeria government in its counter-terrorism effort, through the Nigeria National Focal Point has been consistent in organizing courses, seminars and workshops for officers who are involved in the anti-terrorism drive as well as employed the support of relevant stakeholders to fight the scourge. The government has also been in collaboration with foreign security liaison offices in the country, in the provision of technical assistance through manpower development, capacity building and other relevant areas with a view to enhancing their capabilities in intelligence acquisition and analysis in terrorism related activities. |

| Technical Assistance Methodology | The National Focal Point in its counter-terrorism efforts carries out its operations with relevant agencies through close consultation and articulated programmes. Training of operatives on anti-terrorism operations, information sharing that will enhance the containment of terrorism activities, management of extremism and intolerance are also parts of the method adopted to tackle the menace of terrorism in Nigeria. Others include, organizing seminars and workshops, public enlightenments, and participation at local and international forums, which are aimed at promoting or enhancing counter terrorism operations. |
| Technical Assistance Eligibility | Governmental and Non Governmental Agencies, and the judiciary, whose activities are relevant to the detection and suppression of terrorism, are members of the National Focal Point and are all eligible to participate in its activities for the enhancement of their anti-terrorism efforts. Others are members of the various Foreign Missions in Nigeria, such as the USA, Britain, Japan, Germany, France, Algeria, Saudi Arabia, Niger and Chad among others. |
