| Technical Assistance Methodology | A) Japan has carried out counter-terrorism capacity building assistances, including acceptance of trainees, dispatch of experts, provision of relevant equipment and other forms of cooperation, particularly in the following 9 areas: 1. Immigration 2. Aviation Security 3. Port and Maritime Security 4. Customs Cooperation 5. Export Control and Non-Proliferation 6. Law-Enforcement Cooperation 7. Combating Financing of Terrorism 8. Counter-CBRN Terrorism 9. Counter-Terrorism International Conventions and Protocols B) Project type cooperation - Equipment for airport and port security (CCTV camera, X-ray screening system, explosive detection system, metal detector, etc.? - Patrol ships for anti-piracy and anti-maritime terrorism - Equipment for capacity enhancement of law enforcement agencies (fingerprints identification system, radio communication system, criminal identification materials, drug control materials, etc.) Program type cooperation - Support for capacity building program through International Organization etc. C) Financial assistance to facilitate a close consultation process with ASEAN member countries, ie. the ASEAN-Japan Counter-Terrorism Dialogue and to be utilized to implement specific cooperation projects identified through the Dialogue. |
