Technical Assistance Programme Description In June 2006, the IGAD Capacity Building Programme Against Terrorism (ICPAT) was launched and ISS (the Institute for Security Studies) opened an office in Addis Ababa. This project envisages a six month start-up period followed by four years of implementation in various fields, such as enhancing judicial measures, optimizing interdepartmental cooperation, improving border controls, information sharing, training and best practices implementation, and increased strategic cooperation.

In the coming 12 months, ICPAT seeks to implement a full programme of activities that includes, inter alia:

- Helping member States as they sign, ratify and implement international and regional instruments countering terrorism;
- Mapping national counter terrorism legislation, and helping technically, and through the use of best practices, to fill the gaps;
- Assess capacity of the judiciaries in IGAD states in dealing with terrorism;
- Study the situation within and between national agencies dealing with terrorism, and assist states in building their capacities, strengthening internal coordination, and in time, regional cooperation;
- Carry out field research along selected border sites for the purpose of developing proposals to enhance border control;
- Start preparing a first-class system for a counterterrorism training course for law enforcement officials and officers;
- Project ICPAT within the region and internationally to gain confidence and stronger financial backing."

The IGAD Counter-Terrorism Project is broken down into five components, namely:
Component 1: Enhance Judicial Measures
o Popularization and Dissemination of International and Regional Instruments
o Compendium of National Legislation
o National Judiciary (including prosecutors) and Counter-Terrorism Capacity Analysis
o Legislative Harmonization
o Engagement with Best Practices
Component 2: Optimize Inter-Departmental Cooperation
o Country Studies on Counter-Terrorism and Related Agencies (upon invitation from country)
o Best Practices - The project will compile a paper/manual on comparative best national practices for national coordination structures based on comparative national practices
Component 3: Enhancing Border Control
o Technical Assessment
o A series of daft reports on the nature of border, security control on particular borders will be produced
o Findings will be discussed at regional meeting
Component 4: Training, Sharing Information and Best Practices.
o Provision of training
o Provision of lectures, training and input to individual IGAD Member States based on need.
Component 5: Enhancement of Strategic Cooperation (Project Management, Collaboration and Cooperation)
o Find the proper arrangements to implement cooperative relations with institutions at the international and African levels
o Develop a strong relationship with the countries in the region - with the states and other stakeholders
