| Technical Assistance Programme Description | The Counter-Terrorism Capacity Building Program (CTCB) was created in 2005 to enhance Canada's counter-terrorism capacity building assistance to other states and forms a key part of Canada's international terrorism prevention efforts. |

| Technical Assistance Methodology | The mandate and primary objective of the CTCB Program is to contribute to the security of Canadians and inhabitants of beneficiary states and government entities by providing training, funding, equipment, technical, legal and other assistance to those states and entities to enable them to prevent and respond to terrorist activity, in a manner consistent with international counter-terrorism and human rights obligations, norms and standards. |
| Technical Assistance Eligibility | Projects funded under the CTCB Program must fall under one or more of the seven investment priority areas for assistance that, taken together, constitute the Program's scope. These priorities are: 1. Border security; 2. Transportation security; 3. Legislative, regulatory and legal policy development, legislative drafting, and human rights and counter-terrorism training; 4. Law enforcement, security, military and intelligence training; 5. Chemical/biological/radiological/nuclear and explosives (CBRNE) terrorism prevention, mitigation, preparedness, response and recovery; 6. Combating the financing of terrorism 7. and Cyber security and critical infrastructure protection. States and government entities with the political will but lacking the resources or expertise to fight terrorism are the intended beneficiaries of CTCB Program assistance. This assistance may be provided bilaterally or on a multilateral basis. |
