Counter-Terrorism Technical Assistance Programmes |
| Technical Assistance Programme Description | Since 2002, Australia's whole-of-government regional counter-terrorism capacity-building program has been conducted under three consecutive Regional Counter-Terrorism Assistance Packages worth more than A$450 million and two bilateral Counter-Terrorism Assistance Packages. Australia's counter-terrorism programs have been focused in the areas of law enforcement, legal affairs, transport and border security, maritime security, defence, intelligence, countering terrorist financing, emergency response, countering chemical, biological, radiological and nuclear terrorism, promoting tolerance and interfaith understanding and cooperation and countering terrorist propaganda. The program is coordinated by the Department of Foreign Affairs and Trade and delivered by a wide range of specialised agencies. The objective of our program is to work with partners and other donors to enhance counter-terrorism cooperation and to strengthen regional capacity in order to provide greater security for regional countries and for Australians and Australian interests at home and abroad. |

| Technical Assistance Methodology | Counter-Terrorism programs are developed in close consultation with partner countries on the basis of their needs and priorities. Assistance provided takes a wide variety of forms, including training, technical assistance, provision of equipment, exchange of personnel, operational support and exercises. While assistance is provided primarily on a bilateral basis, some is provided on a regional basis for groups of countries. |
| Technical Assistance Eligibility | Decisions to fund directly related counter-terrorism projects are made on a case-by-case basis, taking into account the needs and capabilities of the countries concerned. Particular priority is given to assisting countries in South East Asia, and to a lesser extent the South Pacific region. Projects will also be considered in the context of broader bilateral assistance being provided by Australian agencies. |
