| Technical Assistance Programme Description | Founded in October 2004, ACSRT has two inter-related objectives: to enhance the capacity of African States and sub regional mechanisms in preventing and combating terrorism as an integral part of the international campaign against terrorism and to promote the concept of preventive management crisis by following the philosophy that prevention is better than a cure through the implementation of a Continental Early Warning System. |

| Technical Assistance Methodology | ACSRT is able to provided governments with assistance in the following areas: Threat and readiness assessment and analysis; - Assessment and analysis of the relevant domestic legislation; - Assessment and analysis of existing counter-terrorism prevention measures; - Identification of gaps and assistance in identifying and prioritizing needs; - Monitoring implementation of the recommendations prepared as a result of the CTC/VTED Country visit; - Identification of problems and challenges associated with the implementation of resolutions 1373 (2001) and 1624 (2005); - Reminders and assistance concerning the submission of reports pursuant to paragraph 6 of resolution 1373 (2001); - Assistance in preparing Country Reports - Assistance with the development of early-warning capacity within the framework of ACSRT; - Assistance in adopting and updating domestic law in order to bring it inline with the relevant regional and international conventions and resolutions; - Advice concerning the best technical assistance and expertise available on the continent; - Advice concerning best practices at the regional and continental levels; and - Following the designation of African Union Member State ACSRT focal point, the latter will be involved in all training, education and assistance programmes with the aim of enhancing the Government's capacity. Also the Centre will grant the designated Focal Point access to its different Databases namely those pertaining to: o Legislation, norms and procedures at the national, regional and continental level o Measures and mechanisms at the national, regional and continental level o Expertise and experience at the national, regional and continental level o Lessons learned and case studies at the national, regional and continental level o The African List of Terrorist Groups and Individuals (once finalized) o Training Member States and regional mechanism in the various measures and mechanism needed for the implementation of Resolution 1373 (2001) and other fields. |
