I. Scope of information provided by the narrative summaries
The narrative summaries are based on information available to the designating State(s) and/or members of the Committee at the time of the listing, including the statement of case, coversheet or any other official information provided to the Committee, or any relevant information available publicly from official sources, or any other information provided by the designating State(s) or Committee members. Each narrative summary includes the date of listing, the basis for listing according to relevant resolutions adopted by the Security Council as well as, as appropriate, any other relevant information available after the date of listing that would be provided when conducting the review of the same name(s) pursuant to paragraphs 57 (b) and 59 (d) of resolution 2127 (2013). The information contained in each narrative summary is presented as much as possible in chronological order. The date on which the narrative summary is made accessible on the Committee’s website is also specified in the document containing the summary.
II. Composition of the Narrative SummariesBy paragraph 59(d) of resolution 2127 (2013), the Security Council mandated the Panel of Experts to assist the Committee in refining and updating information on the list of individuals violating measures imposed by paragraph 54 of the resolution (the arms embargo), including through the provision of biometric information and additional information for the publicly-available narrative summary of reasons for listing. By paragraph 41 of resolution 2134 (2014), the Security Council mandated the Panel of Experts to assist the Committee by providing information regarding designated individuals and entities, and individuals and entities that may meet the designation criteria in paragraphs 36 and 37 of resolution 2134 (2014), including by reporting such information to the Committee, as it becomes available, and to include in its formal written reports, the names of potential designees, appropriate identifying information, and relevant information regarding why the individual or entity may meet the designation criteria in paragraphs 36 and 37 Information to be provided by the Panel of Experts will be circulated for approval within the Committee. The narrative summaries have been grouped according to the corresponding sections of the 2127 (2013) Sanctions List as follows:
- Individuals (permanent reference numbers starting with CFi);
- Entities and other groups (permanent reference numbers starting with CFe).
