Security Council Committee established pursuant to resolution 1718 (2006)


The Security Council Committee established pursuant to resolution 1718 (2006) was established on 14 October 2006 to oversee the relevant sanctions measures and to undertake the tasks set out by the Security Council in paragraph 12 of the same resolution.

In resolution 1718 the Security Council decided, inter alia, that the DPRK shall suspend all activities related to its ballistic missile programme; that it shall abandon all nuclear weapons and existing nuclear programmes; and that it shall abandon all other existing weapons of mass destruction and ballistic missile programmes in a complete, verifiable and irreversible manner.

To that end, the Security Council imposed the measures set out in resolution 1718 (2006), which are summarized unofficially in the table below.

Arms Embargo 1. All Member States shall prevent the direct or indirect supply, sale or transfer to the DPRK of:
  1. Any battle tanks, armoured combat vehicles, large caliber artillery systems, combat aircraft, attack helicopters, warships, missiles or missile systems, including technical training or services related to those items;
  2. All items, materials, equipment, goods and technology as set out in the lists in documents S/2006/814, S/2006/815 and S/2006/853, including technical training or services related to those items;
  3. Luxury goods
2. DPRK shall cease the export of all items covered in paragraphs (i) and (ii) above, and all Member States shall prohibit the procurement of such items from the DPRK.

Assets freeze All Member States shall freeze immediately the funds, other financial assets and economic resources that are owned or controlled by individuals and entities designated by the Committee or by the Security Council as being engaged in or providing support for DPRK’s nuclear-related, other weapon of mass destruction related and ballistic missile related programme Set out in paragraph 9 of resolution 1718 (2006).
Travel ban All Member States shall take the necessary steps to prevent the entry into or transit through their territories of the persons designated by the Committee or by the Security Council as being responsible for DPRK policies in relation to the DPRK’s nuclear- related, ballistic missile-related and other weapons of mass destruction related programmes, together with their family members.  Set out in sub-paragraph 10 of resolution 1718 (2006).

To ensure compliance with the sanctions regime, the Security Council, in resolution 1718 (2006), called upon all States to take cooperative action including through inspection of cargo to and from DPRK, as necessary.

In resolution 1718 (2006) the Security Council affirmed that it shall keep DPRK’s actions under continuous review and that it shall be prepared to review the appropriateness of the measures set out in the resolution, including the strengthening, modification, suspension or lifting of the measures as may be needed at that time in light of the DPRK’s compliance with the provisions of resolution 1718 (2006).

Member States are under an obligation to report to the Security Council, by 14 November 2006, on the steps taken with a view to implementing effectively the sanctions regime set out in paragraph 8 of resolution 1718 (2006). As of 22 June 2007, 70 Countries and the European Union have reported to the Council through the Committee.

In paragraph 12 of resolution 1718 (2006) the Security Council decided that the Committee would undertake, among others, the following tasks: to seek information regarding the implementation of the sanctions regime, in particular from States producing or possessing the items listed in paragraph 8 (a) of the resolution; to examine and take action on alleged violations of the measures imposed by paragraph 8; to designate individuals and entities subject to the measures of paragraphs 8 (e) and (f), as well as to decide upon requests of exemptions from such measures; to promulgate guidelines and to report to the Security Council on its work at least every 90 days in particular on ways to strengthen the effectiveness of the measures imposed by paragraph 8.

The current Chairman of the Committee, for the period ending 31 December 2008, is His Excellency Mr. Marcello Spatafora (Italy). The two Vice-Chairs for 2008 are Costa Rica and Libyan Arab Jamahiriya.
