Fahid Mohammed Ally Msalam was listed on 17 October 2001 pursuant to paragraph 8 (c) of resolution 1333 (2000) as being associated with Al-Qaida, Usama bin Laden or the Taliban for “participating in the financing, planning, facilitating, preparing or perpetrating of acts or activities by, in conjunction with, under the name of, on behalf, or in support of”, “supplying, selling or transferring arms and related material to” or “otherwise supporting acts or activities of” Al-Qaida (QE.A.4.01).

Additional information:

In the mid-1990s, Fahid Mohammed Ally Msalam came under the influence of Sheikh Ahmed Salim Swedan (QI.S.35.01), who was recruited to Al-Qaida (QE.A.4.01) by Mohammed Saddiq Odeh in 1996. In late 1996, Msalam went with Swedan to Afghanistan for Al-Qaida training.

Msalam participated in the preparation and execution of the 7 August 1998 terrorist bombings of the United States Embassies in Dar es Salaam, Tanzania, and Nairobi, Kenya, which caused the death of at least 213 persons and injured over 5,000 others.

While Msalam was in Kenya prior to the embassy bombings, he had direct contact with Usama bin Laden (QI.B.8.01). He was also associated with Fazul Abdullah Mohammed (QI.M.33.01).

Msalam was indicted on 16 December 1998 in the Southern District of New York, the United States of America, for his involvement in the 7 August 1998 bombings of the United States Embassies in Dar es Salaam and Nairobi by Al-Qaida. In particular:

Msalam was reportedly killed in Pakistan in January 2009.
