Fahid Mohammed Ally Msalam was listed on 17 October 2001 pursuant to paragraph 8 (c) of resolution 1333 (2000) as being associated with Al-Qaida, Usama bin Laden or the Taliban for “participating in the financing, planning, facilitating, preparing or perpetrating of acts or activities by, in conjunction with, under the name of, on behalf, or in support of”, “supplying, selling or transferring arms and related material to” or “otherwise supporting acts or activities of” Al-Qaida (QE.A.4.01).

In the mid-1990s, Fahid Mohammed Ally Msalam came under the influence of Sheikh Ahmed Salim Swedan (QI.S.35.01), who was recruited to Al-Qaida (QE.A.4.01) by Mohammed Saddiq Odeh in 1996. In late 1996, Msalam went with Swedan to Afghanistan for Al-Qaida training.
Msalam participated in the preparation and execution of the 7 August 1998 terrorist bombings of the United States Embassies in Dar es Salaam, Tanzania, and Nairobi, Kenya, which caused the death of at least 213 persons and injured over 5,000 others.
While Msalam was in Kenya prior to the embassy bombings, he had direct contact with Usama bin Laden (QI.B.8.01). He was also associated with Fazul Abdullah Mohammed (QI.M.33.01).
Msalam was indicted on 16 December 1998 in the Southern District of New York, the United States of America, for his involvement in the 7 August 1998 bombings of the United States Embassies in Dar es Salaam and Nairobi by Al-Qaida. In particular:
- in or about 1996, in Mombasa, Kenya, Msalam displayed explosives and detonators obtained in Tanzania to other conspirators;
- in the latter part of 1997, Msalam and one other individual helped Ahmed Khalfan Ghailani (QI.G.28.01) to obtain explosives from a mining company in Arusha, Tanzania;
- in or about June and July 1998, Msalam purchased vehicles used in the bombings with Swedan and Khalfan Khamis Mohamed, and made alterations to the vehicles;
- at various times in the summer of 1998, Msalam met with Khalfan Khamis Mohamed, Mustafa Mohamed Fadhil (QI.F.27.01) and Ahmed Khalfan Ghailani at a residence in Dar es Salaam to plan and prepare the bombings;
- during the last week of July and the first week of August 1998, Msalam met with Fadhil, Mohamed and others to make final preparations for the bombing of the United States Embassy in Dar es Salaam;
- Ghailani and Msalam purchased oxygen and acetylene tanks used in the bombings in Dar es Salaam;
- Msalam and Ghailani transported the explosives to Dar es Salaam;
- Msalam and other conspirators loaded boxes of explosives, cylinder tanks, batteries, detonators, fertilizer, and sand bags into the back of the Dar es Salaam bomb truck;
- in August 1998, Msalam purchased tickets for Pakistani International Air Flight No. 746 for himself and other conspirators in Mombasa; and
- around 6 August 1998, Msalam and other conspirators, based on instructions from Al-Qaida members, left Nairobi for Karachi, Pakistan.
Msalam was reportedly killed in Pakistan in January 2009.
