Abd al Hamid Sulaiman Muhammed al-Mujil was listed on 4 August 2006 pursuant to paragraphs 1 and 2 of resolution 1617 (2005) as being associated with Al-Qaida, Usama bin Laden, or the Taliban for “participating in the financing, planning, facilitating, preparing or perpetrating of acts or activities by, in conjunction with, under the name of, on behalf, or in support of” Al-Qaida (QE.A.4.01), the Abu Sayyaf Group (QE.A.1.01) and Jemaah Islamiyah (QE.J.92.02).

Additional information:

Abd al Hamid Sulaiman Muhammed al-Mujil has a long history of providing support to Al-Qaida-related (QE.A.4.01) terrorist organizations. He provided donor funds directly to Al-Qaida and has been identified as a major fundraiser for the Abu Sayyaf Group (ASG) (QE.A.1.01) and Jemaah Islamiyah (QE.J.92.02). He has contributed direct financial assistance to former ASG leaders, including Khadafi Abubakar Janjalani (QI.J.180.04).

Al-Mujil traveled frequently to meet members of Usama bin Laden’s (deceased) organization in Arab countries. Some time in the 1990s, Al-Mujil established a relationship with Al-Qaida operational planner Khalid Shaykh Muhammad.

As at 2006, Al-Mujil was the executive director of the International Islamic Relief Organization (IIRO) Eastern Branch province in Saudi Arabia, through which he authorized payment transfers to the International Islamic Relief Organization, Philippines, Branch Offices (QE.I.126.06) and the International Islamic Relief Organization, Indonesia, Branch Office (QE.I.127.06).
