Zulkepli bin Marzuki was listed on 9 September 2003 pursuant to paragraphs 1 and 2 of resolution 1390 (2002) as being associated with Al-Qaida, Usama bin Laden or the Taliban for “participating in the financing, planning, facilitating, preparing, or perpetrating of acts or activities by, in conjunction with, under the name of, on behalf of, or in support of” Jemaah Islamiyah (QE.J.92.02).

Additional information:

Zulkepli bin Marzuki is a member Jemaah Islamiyah (JI) (QE.J.92.02) and belonged to its central command. In 2001 he fled to Thailand with JI’s operations chief Hambali, listed as Nurjaman Riduan Isamuddin (QI.I.87.03).  He participated in a February 2002 Bangkok meeting convened by Hambali to plan the Bali bombings of October 2002 which was also attended by Muklas, listed as Huda bin Abdul Haq (QI.B.112.03), Azahari Husin (QI.H.113.03), Noordin Mohammad Top (QI.M.118.03) and Wan Min Wan Mat (QI.W.125.03).

With Aris Munandar (QI.M.119.03), Marzuki was involved in JI's front companies and charities and has been a key intermediary with Al-Qaida (QE.A.4.01). Marzuki was a senior leader of Pertubuhan al Ehasan (not listed), a charity established in 1998 in Malaysia by Hambali to fund activities related to JI in the Maluku Islands and in Poso in Indonesia. Abdul Manaf Kasmuri (QI.K.115.03) was also a leader of this charity.

Marzuki was arrested by Malaysian police on 3 February 2007 and remained in detention under Internal Security Act of Malaysia as at April 2009.
