Abdul Manaf Kasmuri was listed on 9 September 2003 pursuant to paragraphs 1 and 2 of resolution 1390 (2002) as being associated with Al-Qaida, Usama bin Laden or the Taliban for “participating in the financing, planning, facilitating, preparing, or perpetrating of acts or activities by, in conjunction with, under the name of, on behalf of, or in support of” Jemaah Islamiyah (QE.J.92.02).

Abdul Manaf Kasmuri, a retired Lieutenant Colonel of the Malaysian Army, was a senior leader of Pertubuhan al Ehasan (not listed), a charity established in 1998 in Malaysia by Hambali, listed as Nurjaman Riduan Isamudin (QI.I.87.03), to fund activities related to Jemaah Islamiyah (QE.J.92.02) in the Maluku Islands and in Poso in Indonesia. Zulkepli bin Marzuki (QI.B.117.03) was also a leader of this charity.
Between 2003 and October 2006, Kasmuri was detained under the Internal Security Act of Malaysia.
