Riadh ben Belkassem ben Mohamed al-Jelassi was listed on 3 September 2002 pursuant to paragraphs 1 and 2 of resolution 1390 (2002) as being associated with Al-Qaida, Usama bin Laden or the Taliban for “participating in the financing, planning, facilitating, preparing or perpetrating of acts or activities by, in conjunction with, under the name of, on behalf or in support of”, “supplying, selling or transferring arms and related materiel to” or “otherwise supporting acts or activities of” the Organization of Al-Qaida in the Islamic Maghreb (QE.T.14.01.) and Tunisian Combatant Group (QE.T.90.02.).

Riadh ben Belkassem ben Mohamed al-Jelassi has been a member of the Salafist Group for Call and Combat (GSPC), listed as the Organization of Al-Qaida in the Islamic Maghreb (QE.T.14.01.). He has also been a member of Tunisian Combatant Group (QE.T.90.02.).

Al-Jelassi was charged by the Italian authorities with conspiracy and involvement with a criminal association as a member of GSPC. On 17 May 2002, he was sentenced by an Italian court to four years and six months in prison for criminal conspiracy to traffic arms, and for receiving stolen goods, making and using false documents, and facilitating the entry of illegal immigrants into Italy. On 23 April 2003 the sentence was reduced to three years and six months imprisonment by Milan’s Appeal Court.

Al-Jelassi planned to give false passports to young militants passing through Italy to be trained in Al-Qaida (QE.A.4.01.) camps in Afghanistan.
