Security Council Committee established pursuant to resolution 1132 (1997)concerning Sierra Leone


The Security Council Committee established pursuant to resolution 1132 concerning Sierra Leone was established on 8 October 1997 to oversee the relevant sanctions measures and to undertake the tasks set out by the Security Council in paragraph 10 of the same resolution.

The sanctions regime and the mandate of the Committee have been modified by subsequent resolutions, most notably Security Council resolution 1171 (1998). The sanctions measures currently in effect are summarized in the table below.

Measure Description (unofficial) Exceptions to the measure
Arms Embargo on non-State actors All States shall prevent the sale and supply of arms and related materiel of all types to Sierra Leone other than to the Government of Sierra Leone through named points of entry. Set out in paragraphs 3 and 4 of resolution 1171.  Further details regarding the required notification to the Committee of exports to Sierra Leone are available in paragraph 4 of the Guidelines of the Committee.
Travel Ban List All States shall prevent the entry into or transit through their territories of leading members of the former military junta and of the Revolutionary United Front (RUF), as designated by the Committee. Procedures for seeking waivers to the travel restrictions are available in the Guidelines of the Committee.

States implement the travel ban measures in connection with individuals included in the Travel Ban List [hyperlink], which is maintained and regularly updated by the Committee.

The Security Council, in resolution 1171 (1998), has expressed its readiness to terminate the measures described above once the control of the Government of Sierra Leone has been fully re-established over all its territory, and when all non-governmental forces have been disarmed and demobilized.

Previously, the sanctions regime included prohibitions on the import of all rough diamonds from Sierra Leone, however the Security Council decided to allow the diamond sanctions to expire on 4 June 2003 in the light of the Government of Sierra Leone’s increased efforts to control and manage its diamond industry and ensure proper control over diamond mining areas, and the Government’s full participation in the Kimberley Process (see SC/7778).

The current Chairman of the Committee, for the period ending 31 December 2009, is His Excellency Mr. Le Luong Minh (Viet Nam). The two Vice-Chairs for 2000 are Libyan Arab Jamahiriya and Turkey.
