Statistics for 1997/8

1. Reports of killings by on or off-duty police agents by department, month and year

The figures below include all killings by police agents which were reported to MICIVIH, including possible human rights violations, cases likely to be crimes or accidents, cases which probably amounted to legitimate use of force and cases where there was insufficient information to assess whether or not there was a likely violation. Overall MICIVIH received fewer reports of killings in 1998 (31) than in 1997 (53) and in 1996 (59). Of these, approximately 11 were possible cases of excessive use of force (20 in 1997); there were nine allegations of extrajudicial executions (8 in 1997); three allegations of deaths in custody resulting from beatings (four in 1997)]

2. Allegations of ill-treatment by police by department, month and year

The figures given below serve as indicators and not definitive statistics. MICIVIH does not have observers permanently assigned to police stations and so the statistics are based on regular samples rather than an exhaustive survey. Furthermore, the reports are allegations, some of them confirmed through verification. The reports range from minor cases of slaps to severe beatings, including three cases where detainees reportedly died as a result.

4. Popular 'justice' killings

Below are tables comparing the number of reports of incidents and victims of popular 'justice' killings in 1998 with those for 1997 and 1996, both by month and number of victims, and by department. The statistics are not exhaustive, and it should be noted that not all of the reports were investigated by MICIVIH. As can be seen from the tables, there was a substantial reduction in the number of incidents reported in 1998 from the previous two years. Three of the victims in 1998 were police agents.
