Review - A quarterly report by the OAS/UN International Civilian
Mission in Haiti (MICIVIH) - October - December 1998, prepared by

The Human Rights Review is a new quarterly report issued by MICIVIH
which gives an overview of the human rights performance of the
main institutions responsible for human rights protection in Haiti:
police, prisons and the judiciary. It is based on the Mission's
work both at headquarters and in the field in the three areas
of its mandate: monitoring, institution-building and promotion.
Appended to the review is a set of tables giving statistics
for allegations of abuses by police and prison guards in 1997
and 1998 and figures for prison population and pre-trial detention.
The quarterly report is circulated widely and replaces the monthly
Mission report which had only a limited circulation.

The Human Rights Review is the second issue
of the MICIVIH quarterly report. It gives an overview of the human
rights performance of the Haitian police, prisons and the judiciary.
It is based on the Mission's work both at headquarters and in
the field in the three areas of its mandate: monitoring, institution-building
and promotion. It is also published in French.

- Violence Against Women (French/Creole, July 1996,
12 minutes).
Filmed in Port-au-Prince (BETACAM and Hi-8, edited in BETACAM
SP)
- Testimonies of victims of rape, physical and psychological
violence during the de facto regime. The women are part of a
psychological support group formed, in part, with the assistance
of MICIVIH's medical unit. With the return to constitutional
order, violence against women, now of domestic rather than a
political nature, is still infrequently punished. The newly
formed Ministry of Women's Conditions has launched relevant
programmes.

Filmed at Trou du Nord (Northern Haiti) and Port-au-Prince (BETACAM,
NTSC)
- The organization Movement to Support Victims of Organized
Violence (MAP VIV), with the support of MICIVIH's medical unit,
organize meetings to help coup victims organize their own rehabilitation.
The lingering effects of their ordeal and the problems the vicims
face today are presented by doctors and representatives of non-governmental
organizations during a May 16, 1995 week-long conference on
'Medicine and Human Rights,' sponsored by MICIVIH in Port-au-Prince.

- In looking for the truth, forensic anthropologists analyze
bones, shells, victims clothes and other things to identify
and understand how victims of state-sponsored violence were
killed. This program provides information on forensic anthropology
and can be used to help train judges, lawyers, students, etc.
