Objectives The Universal Declaration of Human Rights (1948) was given form in two covenantsThe International Covenant on Economic, Social and Cultural Rights, and the International Covenant on Civil and Political Rights (numbers 1 and 2 below)and two protocols the Optional Protocol to the International Covenant on Civil and Political Rights, and the Second Optional Protocol to the International Covenant on Civil and Political Rights, Aiming at the Abolition of the Death Penalty (numbers 3 and 4, below). Together they make up the "International Bill of Human Rights."
