Secretary-General, in Message to Conference, Renews Call for Earliest Entry
into Force of Comprehensive Nuclear-Test-Ban Treaty
Following is the text of UN Secretary-General Ban Ki-moon’s video message to the conference “Comprehensive Nuclear-Test-Ban Treaty: Science and Technology 2013”, in Vienna from 17-21 June:
CTBTO Preparatory Commission Executive Secretary Tibor Toth, Excellencies, distinguished delegates, ladies and gentlemen,
Thank you for taking part in the science and technology conference of the Preparatory Commission of the Comprehensive Nuclear-Test-Ban Treaty. By engaging the scientific community and strengthening its own abilities, the CTBTO [Comprehensive Nuclear-Test-Ban Treaty Organization] advances its vital work of preventing and deterring further nuclear testing.
I am confident that your focus over the coming days will help further improve the CTBTO’s abilities to process or interpret its monitoring data. At the same time, your work will advance the broader nuclear disarmament and non-proliferation regime. This system is strong and effective when each part can fully contribute. The CTBT [Comprehensive Nuclear-Test-Ban Treaty] and the CTBTO are essential to success.
That is why conferences of this kind are so important. And it is why I renew my call for the earliest entry into force of the Comprehensive Nuclear-Test-Ban Treaty.
The science and technology behind the Treaty’s implementation are proven. Now it is time for the international community to exercise political will and act.
I look forward to our continued work to prevent nuclear proliferation and to rid the world of all such weapons.
