New Permanent Representative of Republic of Moldova Presents Credentials

The new Permanent Representative of Republic of Moldova to the United Nations, Vladimir Lupan, today presented his credentials to UN Secretary-General Ban Ki-moon.


A Member of Parliament since December 2010, Mr. Lupan served on its Committee on National Security, Defence and Public Order, and is an alternate member of its Committee on Foreign Affairs and European Integration.  Between August and December 2010 he served as Foreign Policy Adviser to the Acting President of the Republic of Moldova.


From 2008 to 2010, Mr. Lupan was an independent expert within civil society, and coordinated his country’s Pilot Project on Electoral Lists, which was supported by the United Nations Development Programme (UNDP), the European Union and the Council of Europe.


He has held a variety of diplomatic posts, including Head of Political-Military Cooperation with the North Atlantic Treaty Organization (NATO), from 2007 to 2008; Member of the Organization for Security and Cooperation in Europe (OSCE) Mission to Croatia, dealing with political, electoral and human rights, as well as the return of refugees and internally displaced persons (2004-2007); and Head of Field Station Korça with the OSCE presence in Albania (2001-2002).


Educated at the State University of Moldova, Mr. Lupan earned a degree in physics from that institution, as well as a degree in international relations from the National School of Political Science and Public Administration in Bucharest, Romania, and a master’s degree in journalism and public communications from the Free Independent Moldovan University in Chişinău.  He speaks English, Russian, French, Croat/Serb/Bosniak and Italian.


Mr. Lupan is married and has two children.
