Security Council Al-Qaida and Taliban Sanctions Committee Concludes Review

 

of Its Consolidated List, Pursuant to Resolution 1822 (2008)

 

On 30 July 2010 the Security Council Al-Qaida and Taliban Sanctions Committee concluded the review of its Consolidated List of individuals and entities subject to sanctions measures, undertaken pursuant to paragraph 25 of Security Council resolution 1822 (2008) to ensure that this List is as updated and as accurate as possible and to confirm that listings remain appropriate.

Of the 488 list entries examined under this review, the Committee deemed that the listing remained appropriate for 443 entries (311 associated with Al‑Qaida, 132 associated with the Taliban).

To date, 45 entries have been removed from the Committee’s Consolidated List as a direct result of the review.  Among these 45 names are the names of 10 individuals formerly associated with the Taliban, and the names of 14 individuals and 21 entities formerly associated with Al-Qaida.  Included in these figures are the names of eight deceased individuals.

Despite the formal conclusion of this review on 30 July 2010, the Committee regards the review of these names as a process, and will continue its consideration of all pending requests for the removal of entries from its List which were received in the course of the review, and will work towards continuing to update entries on its Consolidated List, in particular those lacking sufficient identifiers.  The final results of the review will be presented in a report by the Analytical Support and Sanctions Monitoring Team, to be submitted by 31 August 2010.

An important aim of this review has been to enhance the identifying information in Consolidated List entries, in order to promote more effective implementation of the Security Council’s relevant sanctions measures. In this connection the Committee has already begun the process of enacting updates to entries on its Consolidated List, based on the information obtained in the course of this review.  The Committee expects to consider updates to approximately 370 entries on the List with a view to improving its overall quality.

The results of the review were made possible by the quality of the information submitted by, and the serious engagement of, relevant States, including the States of citizenship and/or residence (for individuals), the States of location/operation (for entities), and those States that originally proposed the inclusion of the entries in the Committee’s Consolidated List.  The Analytical Support and Sanctions Monitoring Team, established in 2004 to assist the Committee in its work, has also played a crucial role in obtaining information on names under review, and in analysing the validity of this information.

The Committee intends to continue examining the appropriateness of the continued listing of deceased or reportedly deceased individuals in a dedicated review as mandated by resolution 1904 (2009).
